The Federal Tax Service’s service “for which documents have been submitted for state registration” (filings/changes) is useful as an indication that an organization is undergoing changes.  

Portal/registry of NGOs of the Ministry of Justice (nco.minjust.gov.ru and the outline of the NGO register) - confirmation of the existence of NGOs + publicity of documents (including statutes).  

State “status” and tolerances (to whom benefits/special treatment are granted)

The SONCO Register (Ministry of Economic Development) is a key register of the status of “socially oriented NGOs”, important for support measures/benefits. Open data / window registry SONKO (data.economy.gov.ru) is a convenient machine-readable upload for integration.  

Transparency and public reporting (documents, statutes, information)

Placement of NGO statutes on the portal of the Ministry of Justice (since 2025 - a mandatory outline of the publication of statutes for most NGOs).  

Grants/subsidies and project results (where money and effects are visible)

The Presidential Grants Fund (single operator) is a database of supported initiatives/winners.  

The portal for evaluating the results of presidential grants projects (estimate.grants.rf) is an evidence showcase of “what happened” (results/estimates/best practices).  

Risk and compliance (red flags for the state/banks/partners)

The Register of Foreign Agents (Ministry of Justice) is a unified list of foreign agents (including: NCO).  

The Federal List of Extremist Materials (Ministry of Justice) is important for information/content compliance verification.  

The list of organizations and persons involved in terrorism/extremism (Rosfinmonitoring) is critical for financial compliance (banks / payments).  

The list of “undesirable” foreign / international NPO (the scope of decisions of the Prosecutor General’s Office → inclusion in the list; published / distributed as a data set and reference pages).  

Public/expert registers (reputation, verification by practice)

Gaps and weak transparency

Endowments (target capital) - we fix as a system gap: there is no single public registry "like SONKO / EGRYUL", which worsens the transparency of the sector. (according to your sources)

17 knots are produced. For the “full card 20+” in the project, we usually add another 3–7 regional / departmental showcases (regional registers of grantees / grants, registers of social service providers, showcases of open data of regions).

How to assemble a “Super-register of NGOs of Russia” (logic, rules, keys)

Main idea

Super-register is not “another list”, but a master tour (MDM): A single “gold card” of each organization + Relationships with projects, financing, statuses and risks.

A single key (which is considered the organization’s ID)

Primary key: OGRN (from EGRUL) + INN verification. 

Additional keys: name/region/address (for deduplication), registry numbers (SONKO, Ministry of Justice, etc.).
