What is a "soliton"?
Resettlement potential is an opportunity for the bank to get a loyal, economically active customer base from scratch and grow it with itself.
1. Quality customer base: This is not just a mass of people, but segments with clear financial needs and life goals.
2. Reduced Risks: People with capital, business experience, and more reliable borrowers and more stable depositors.
3. Long life cycle of the client: These groups have long-term goals (education of children, pension, business development, purchase / construction of housing), which allows building relationships with them for years to come.
4. High loyalty: A bank that has helped to “get back on its feet” in a new place will receive a loyal customer for many years and probably his whole family.
categories of immigrants.
1. Highly qualified specialists (HQI). The official minimum wage for obtaining a residence permit from 250 000 per month. · Needs: Quick arrangement (consumer loan/lease with collateral), mortgage in a new region, relocation package (if the bank cooperates with the employer), convenient payments and savings. Package of services "New start": account bundle, cards, mobile bank . · Investment and pension products (IIS, NPF) to preserve and increase the brought and earned capital.
2. Small and medium business owners. Projected average capital turnover per month 2 500 000. · Needs: Start-up/working capital, opening a checking account, acquiring, salary project for new employees, equipment/commercial property loan.
3. People with own capital (accumulation, insurance, pensions). Personal savings, property sales, insurance on average 300 000 € for the family. Pensioners from 150 000 RUB per month for family. ·
Needs: Preservation and safe transfer of capital, conversion of pension savings, investment in a new reality (housing, land, local business).
4. Large families. Positive demography is an important factor of stability and development, including the banking sector. ·
Needs: Mortgage / loan for a large house or land, children's deposits / educational loans, social mortgage programs, state support (benefits, subsidies). All this requires a non-standard approach from the bank, flexibility and readiness to solve not only financial, but also social and adaptive tasks of customers. A bank that succeeds will gain not just market share, but a solid foundation for growth in a promising region for years to come.
We propose a comprehensive and ambitious plan that goes beyond ordinary banking, offering a model of public-private partnership, where the bank acts as a system integrator and financial core:
"Bank as a driver and infrastructure partner of new development of territories" Stage 1: Information and Marketing (Creation of "Mayak")
Objective: To form an attractive image of new opportunities and confidence in the process abroad in the territories of residence of potential settlers and in the Russian Federation, in regions of possible settlement.
Creation of Media-PR Holding "New Dawn" (or similar name):
· Content platform: Production of high-quality content - documentary series about successful immigrants, reviews of territories, ecology, interviews with governors, business attractiveness and history.
·Partnerships: Work with public organizations (land, diaspora), business associations, experts in urbanism and ecology, abroad.
Digital channels: Targeted advertising, maintenance of thematic communities, online maps of opportunities with filters (business, ecology, infrastructure). - "Center of competence": Online portal with calculators, legal references, "road maps" of moving. Here the bank is positioning its future products.
2: Organizational and Logistical ("Green Corridor") Minimize bureaucratic and physical barriers to moving.
The program "Relocation Pass" (similar to Green Card):
·Single window: The Bank (as an authorized agent) helps to issue a package of documents for participation in state programs, registration, registration.
Logistics hubs: Partnership with transport and logistics companies to create special all-inclusive tariffs (transportation of property, cars, animals).
Customs and tax advice: Legal assistance for business transfer, property importation using existing benefits Creating a support point, compact fully autonomous settlements of the Full Cycle" (Comp-Nova):
Task:
Provide arrivals not just housing, but ready social and legal infrastructure.
◦ ·Not a satellite city, but an autonomous cluster: Eco-friendly housing (smart homes, eco-technologies), basic social infrastructure (kindergarten-school-medical center), coworking, sports area.
·Legal form - Housing and Land Cooperative (LLC):
·The settlers are cooperative members, co-owners of the territory.
·The Bank provides cooperative mortgage products on preferential terms (collateral - share).
· The cooperative is managed by the residents themselves, which fosters responsibility and community.
◦ ·Modularity: The settlement can grow by adding new modules. Strategy of disclosure of resettlement capital in economic growth and development of territories.
· Participation in the state program "2000 small settlements": the Bank becomes a financial operator of the program, offering settlers a package "turnkey".
· Development of dependent lands: Creation of agricultural cooperatives with the support of the bank (leasing of machinery, working loans, contract financing).
· Advanced Development Areas (EDTs) / Free Economic Zones (FEZs): Lobbying for the expansion or creation of new FEZs around compact settlements. The bank becomes an anchor resident, providing concessional financing for the business of IDPs within the zone.
.. Development of inter-urban space: The emphasis is not on urbanization, but on creating a network of sustainable settlements connected by logistics and digital corridors. This reduces the burden on megacities.
Stage 3. Financial and Banking Core System Development of unique financial products for each stage.
· "IDP Start Package": Includes the first payment for housing in the cooperative, insurance, a card with a preferential cashback for logistics and arrangement.
· Cooperative mortgages and land loans.
· Business loans "Novaya Zemlya" secured by a future harvest or business plan developed with the advisory support of the ecosystem.
· Investment products for investment in infrastructure bonds of the settlements themselves or local enterprises.
- Creation of a cooperative commercial pension fund, a medical and other insurance fund, a stabilization fund and a development fund, a humanitarian fund.
· Ecosystem Digital Platform: Settlement Life Management, Access to Public Services, Banking Services, and Trade in Cooperative Products.
We propose to jointly develop, not just a banking product, and the concept of cooperation, but a new philosophy of spatial development of Russia, where the bank becomes a catalyst for processes within the framework of state regulation. This is the way to create growth points, “arcs” from below, where motivated people build their new lives on their own, but with powerful systemic support, while simultaneously developing the country’s economy.
This is an ambitious challenge that could redefine the role of financial institutions in society. Concept of construction of small ecovillage-arks
Creation of autonomous, sustainable small settlements (arks) outside traditional agglomerations, which, due to the symbiosis of biotechnology, local cyclical economy and modern technologies, guarantee a high standard of living.
These settlements serve as nodes for the sustainable development of huge territories and offer an alternative to urban life without loss of comfort. Foundation:
Settlements are based on three main pillars:
1. Bioeconomy and Nature-Like Technologies:
Local processing of biological resources (e.g. waste-to-energy, biomaterials) in closed cycles to achieve resource independence and environmental sustainability.
2. Autonomous power supply:
The use of mini-NPPs (“nuclear batteries”) with a capacity of about 1 MW, capable of operating up to 40 years without maintenance, as well as additional renewable sources.
3. Modern infrastructure:
Use broadband internet, drones for logistics and monitoring, and other digital solutions to provide access to education, medical services (telemedicine) and other urban amenities.
Objectives:
· Overcoming the City Trap: Exemption from the forced need to live in megacities for access to services, education, and health care.
· Space development: Creating attractive places to live in sparsely populated regions, which corresponds to the strategic task of territorial development of Russia.
· Improving quality of life: Combining natural surroundings and environmental cleanliness with urban comfort and work opportunities. · Sustainability (Resilience):
Development of viable, decentralized communities with low dependence on centralized supply networks.
Implementation:
Settlements are conceived as modular, scalable “arcs” — autonomous units that can be adapted depending on geographical and climatic conditions.
They are not seen as isolated projects, but as part of a network linked by digital communication and possible common logistics.
Conclusion:
The construction of such ecovillages is not just an industry project, but a tool for a deep transformation of the country’s spatial structure, its technosphere and, ultimately, the quality of life of millions of people.
This is a serious design.
I'll break it down as a soliton management system to make it clear:
- where is the core,
- where the increase,
- where the risk of decay,
- and why it might work.
No romance. Just architecture.
I. What is a “soliton” here?
In our model, the soliton is not a settlement. Not the bank.
Soliton is a localized development node where:
- Capital,
- people,
- infrastructure,
- Management
They are built in sufficient density not to spread out in space.
Formally:
\rho = \frac{C \cdot K}{D} > 1
Where:
C - Concentration of capital
K - Co-operation
D - Spraying of resources
II. Where in the system the concentration (C)
Concentration occurs at three points:
- The Bank as a Financial Core
- Co-operative (LCA) as a legal shell
- Compact settlement as physical localization
That's right. Without physical localization, soliton is not formed.
III. Where is Co-operation (K)
Connection forms:
- GCC (possession of territory),
- overall digital contour,
- cooperative mortgage,
- joint funds (pension, insurance, stabilization),
- local economy (agricultural cooperatives, TOR).
This creates a non-linear effect:
Each participant strengthens the system.
If the migrants are just "bank customers" - there is no connection.
If they are co-owners of infrastructure, connectivity is high.
IV. Where variance (D) is the main risk
Spraying occurs if:
- The settlements are too far apart.
- There is no digital platform.
- The bank does not retain the role of integrator.
- There is no economic specialization (everyone does everything).
- The state changes the rules.
The main threat is the transformation of the project into a normal development scheme.
V. Why Resettlement Potential is the Right Entry
Immigrants are already a “prudent system”:
- There is capital,
- There is motivation,
- There are long-term goals,
- The planning horizon is long.
This increases N, a nonlinear interaction effect.
That is why this group can become the core.
VI. System by stages as soliton dynamics
Stage 1 - Information
This is the creation of a wave amplitude. You create a density of expectation and trust.
If the media system is weak - the amplitude is low, soliton will not arise.
Stage 2 - Green Corridor
This decreases the variance of D.
You remove the resistance of the medium.
The fewer barriers there are, the higher the likelihood of sustained localization.
Stage 3 — Full-cycle settlement
This is where the soliton is formed:
- Local economy,
- autonomous energy,
- cooperative property,
- digital management.
If all four elements are present, a stable structure emerges.
VII. Why the ark is a strong model
Soliton retains its shape after a collision.
The ark must:
- Dealing with economic shocks,
- to comply with sanctions,
- to withstand the supply gap.
If autonomous energy + bioeconomy works -
This increases the resilience.
But:
Mini-NPP is a high regulatory complexity.
You have to be very realistic here.
VIII. Where is the main strategic leverage
The bank. If the bank:
- Just lends - the system will collapse;
- becomes a system integrator - the system will stand.
The bank must:
- Controlling the flow of capital.
- Maintaining cooperative density.
- Managing the Stabilization Fund.
- To be the center of the digital ecosystem.
IX. Critical model test
The system will survive if:
- 70% residents have economic activity,
- 50% participate in cooperative structures,
- capital is not transferred outside the cluster,
- There is at least one export.
Without the export function, the settlement will become a closed economy with degradation.
X. Fair assessment. These are:
- not a development project,
- not a banking product,
- Not just relocation.
This is a territorial cluster model. If you do, do it systematically.
If you do it halfway, you will have a normal mortgage.
XI. The most important question
Where's the first pilot? Not yet:
- a specific region,
- specific scale (200 families? 2000?),
- specific calculation of capital,
It's a concept.
As soon as the pilot appears with the numbers -
The real soliton dynamics begins.
