1. General principle of implementation

2. Priority directions of scientific and technological development
The Decree approved seven priorities to which the development of science, technology and innovation in the Russian Federation should be directed:
- Highly efficient and resource-saving energy - development of new systems of energy generation, distribution and storage, increasing energy efficiency.
- Preventive and personalized medicine, ensuring healthy longevity - technologies for prevention, diagnosis and prolongation of active life.
- High-productivity and sustainable agriculture - innovation to increase productivity in response to environmental change.
- Security of receiving, storing, transmitting and processing information - protection of data and digital systems.
- Intelligent transport and telecommunications systems, including autonomous vehicles.
- Strengthening the socio-cultural identity of society and increasing the level of its education - the development of education and cultural technologies.
- Adaptation to climate change, conservation and sustainable use of natural resources - sustainable development and environmental technologies.
These areas are designed to contribute to the technological independence, social well-being and economic sustainability of the country.
3. The list of the most important science-intensive technologies
The decree includes two groups of technologies of systemic importance for the implementation of these areas:
3.1. Critical technologies
Technologies that define key technological areas of development, in particular:
- Energy systems and energy storage, including nuclear power.
- Energy systems with a closed fuel cycle.
- Biomedical and cognitive technologies of healthy longevity.
- Development of new generation medicines.
- Personalized and functional nutrition.
- Biohybrid, bionic and neurotechnologies.
7–10. Agro and veterinary technologies for sustainability of animal and plant productivity.
11–13. Microelectronics, photonics, protected software.
14–15. Transportation and space technologies. - Systems of analysis and forecasting of socio-economic development.
17–18. Civilizational, cultural and social technologies.
19–21. Environmental monitoring technologies and environmental technologies.
In total, this group includes 21 critical technology, covering energy, medicine, agrotechnics, IT, transport, ecology and social spheres.
3.2. End-to-end (cross) technologies
This group of technologies provides multi-sector technological development:
- Synthetic Biology and Genetic Engineering.
- New materials with specified properties.
- Technologies of production of especially pure chemical products.
- Artificial Intelligence in Economics and Power.
- Domestic means of production and scientific instrumentation.
- Nature-like technologies.
- Biotechnology for various industries.
These technologies are considered fundamental to the cross-industry technological breakthrough.
4. Obligations of the Russian Government
The decree contains key executive instructions to the government:
- Within 3 months, determine the amount of funding and the mechanism for introducing the most important high-tech technologies into the economy, including through national projects on technological leadership.
- In 6 month period to carry out measures to ensure the unity of application of priority areas and the list of technologies in the implementation of state policy in the field of scientific and technological development (including to make the necessary changes to the legislation).
5. Significance of Decree No. 529
