The Unified Unified Register of the Union is a mandatory system accounting database that provides:

• manageability,
• transparency,
• reproducibility,
• protection from distortion.

The registry is the core of the operational sovereignty of the system.

• not associated with natural persons
• Confirmed by results and sustainability

3.5. Prohibitions

The register prohibits:

• Consider intentions and promises
• fix personal ratings
• Accumulate “eternal” records without auditing

MIC "PREINTRAST" is a supra-project mechanism for admission, coordination and preliminary trust, working before the inclusion of subjects in the programs, projects and contours of the Union.

Functions of MIC "PREINTRAST"

• preliminary verification of subjects (organizations, programs, operators);
• Verification of compatibility with the principles of the Union and EUT;
• removing risks before the start of cooperation;
• Building conditional trust (not status)

MIC does not give rights,

2. Cooperation "SPECZASHCHITA"

The contour of system stability and Union protection

The cooperative "SPECZASHCHITA" is a specialized cooperative structure that provides protection, sustainability and continuity of the Union's activities in the face of crises, conflicts, pressure and environmental degradation.

Functions SPECZASHCHITA:

• protection of infrastructure and social projects;
• the contour of the anti-crisis response;
• program support FENIX;
• Vulnerability control (organizational, personnel, information).

SPECZASHCHITA is not a force organ, but a system protective layer.

OS "Soyuz" is a single operating environment in which work:

• unification of processes;
• execution of the EUT;
• maintenance of the Unified Register;
• accounting of results through MURDE;
• Management of personnel and tolerances.

OS Union is not an IT product,

• restoring the vitality of people, communities and territories;

The organization operates on the basis of the following principles:

• the result is more important than the amount of assistance;
• The assistance is temporary;
• recipient - the subject of recovery;
• mandatory route out of dependence;
• transparency and verifiability.

4. Forms of charitable activity

• Emergency assistance (FENIX Φ₀–Φ₁);
• recovery programs (Φ₂-Φ₃);
• educational and labor transition programs (Φ₄);
• preventive social projects (Φ₅).

5. Management

Management bodies:

6. Restrictions and prohibitions

Prohibited:

• Lifetime maintenance of recipients;
• non-transparent fees;

7. Register and reporting

• all programs are subject to registration in the Unified Register of the Union;
• the report is based on the achieved result, not on expenses;
• results are aggregated at C-03.

REGISTER OF CHARITY PROGRAMMES OF THE UNION (EUT FORMAT)

1. Registry assignment

The register of charitable programs of the Union is intended for:

• consideration of all assistance programs;
• control of their life cycle;
• prevention of abuse;
• ensuring the independence of the recipients.

2. Levels of fixation

Level C-02

• program operator;
• legal status;
• connection with the Union;
• contour FENIX.

Level C-0

• name of the program;
• type (emergency / restorative / transitional / preventive);
• the task force;
• route FENIX (Φ₀ → Φ₄/Φ₅);
• integral social result;
• Aggregate accounting (if available).

Level C-04

• passport of the project;
• terms and stages;
• indicators of withdrawal from dependence;
• responsible roles.

Level C-05

• Specific measures of assistance;
• resources;
• Duration of validity;
• Status of completion.

3. Mandatory indicators

The register must be recorded

• restored function;
• The percentage of people who have left the assistance system;
• reproducibility of the decision;
• social effect.

4. Communication with FENIX

Each program:

• starts in the mode Φ₀-Φ₁;
• must have a fixed transition to Φ₃-Φ₄;
• Automatically revised when stuck.

5. Registry Bans

The register prohibits:

• indefinite maintenance of programs;
• Fixation of "eternal recipients";
• reports without a confirmed result.

The program without exit is considered to be failed.
