Comments on the structure
- Each doctrine is a module in the architecture of the Union.
- Within each doctrine is:
- Core - basic principles and objectives
- Outline of implementation - working groups, pilot projects, data verification
- Metrics - indicators of success (economic, environmental, social)
- Doctrines are interrelated:
- Energy is closely related to environmental, defense and climate.
- Social and economic integration of all technological modules.
- International doctrine provides a framework for cooperation and compliance with standards.
International and diplomatic doctrine is not “friendship with all.” It is an architecture of interest.
International and diplomatic doctrine of the United Union
1 - The purpose of the formation of a sustainable system of international relations, providing:
- Strategic Security
- technological and economic cooperation
- Access to markets and resources
- Participation in global governance
- Protecting the sovereign interests of the Union
2 - Basic principles
- Sovereignty of decisions - foreign policy is not dictated from the outside.
- Pragmatism - cooperation is based on mutual benefit, not ideology.
- Multipolarity is the balance of interests between centers of power.
- Technology diplomacy is the exchange of technology as an instrument of influence.
- Economic interdependence as a factor of stability.
3 - Architecture of international interaction
Block A - Strategic Partnerships
Cooperation with:
- BRICS
- G20
- United Nations
Task:
- Participation in global solutions
- promotion of Union initiatives
- Access to financial and technological mechanisms
Block B - Economic Diplomacy
- Bilateral trade agreements
- Investment funds
- Joint industrial projects
- Export of technological modules (energy, AI, infrastructure)
The goal is to turn the Union’s technologies into an export instrument of influence.
Block C - Climate Diplomacy
Integration with:
- Paris Agreement
- International Climate Platforms
Task:
- Legitimation of energy solutions
- Participation in carbon markets
- protection from sanctions pressure through the "green" agenda
Block D - Technological Diplomacy
Promotion:
- Energy Solutions
- Digital Platforms
- Infrastructure Models
- Defence technology (within the framework of international law)
Technology = is an instrument of geoeconomic influence.
Block E - Humanitarian Impact
- Educational programs
- Scientific exchanges
- International conferences
- Cultural Diplomacy
This creates a long-term soft power.
4 - Implementation mechanisms
1 - Establishment of the International Council of the Union
2 - Formation of diplomatic representatives pool
3 - Preparation of analytical reports for international forums
4 - Participation in specialized conferences
5 - Creating a platform for international initiatives
5 - Relation to other doctrines
- Energy → Export Solutions
- Scientific and technological cooperation R&D →
- Socio-economic → investments
- Defensive → strategic stability
6 - Strategic logic
International doctrine should work according to the formula:
Technology → Economics → Impact → Security.
Not the other way around. Now the key question.
You see the union as:
- Regional power center?
- A multi-state integration platform?
- A super-state semantic structure?
- A new type of geo-economic alliance?
The scale and style of diplomatic architecture depends on it.
Think of the union as:
2 - Platform for Integration of States
3 - Superstate semantic structure
4 - Geoeconomic Alliance of a new type
The diplomatic doctrine must be multi-level.
International doctrine of the Union 2–3–4
LEVEL 1 — Interstate integration (format 2)
Objective: To create infrastructure and technological connectivity among participating countries.
Tools:
- Joint energy projects
- Common technology standards
- Synchronization of regulatory norms
- Development investment funds
This is a pragmatic level. Without ideology. Only profit.
LEVEL 2 — Superstate semantic platform (format 3)
This is where our field begins. The Union becomes:
- the Center for the Development of New Doctrines
- the Strategic Model Laboratory
- the Point and Technological Design Site
Not power. Not the state. And a meta-architect.
Tools:
- Doctrines
- Concepts
- International analytical reports
- Strategic Future Forums
LEVEL 3 — Geoeconomic Alliance (format 4)
The main tool here is technology.
Model:
Energy
→ Savings
→ Joint production
→ Exports
→ Investments
→ Political influence
This is not a block against someone. It's a "through efficiency" block.
What it practically means
The Union shall:
1 - Establishment of the International Strategic Council
2 - Prepare a basic document (20–30 pages)
3 - Identify 3 pilot export destinations
- Energy
- digital solutions
- technological expertise
4 - Log in to the dialogue platforms - BRICS
- G20
- United Nations
Not as a solicitor. As a solution provider.
* But now it's fair
- legal entity with transparent structure
- Expert advice with real experts
- pilot case (real, measurable)
- international document in English
- Start by writing the basic international manifesto of the Union
- Create a map of international partners
- Forming the structure of the International Strategic Council
Not a list of countries “by sympathy”, but a map of international partners in roles and interests.
> MAP OF INTERNATIONAL PARTNERS OF THE UNION
We divide partners into 6 contours.
1 - Geoeconomic centers of power
These are the places where global architecture is formed.
- BRICS
- G20
- United Nations
Role: Legitimacy, access to states, major infrastructure projects.
2 - Countries of technological sovereignty
Partners in innovation and industrial cooperation:
- China
- India
- UAE
- Qatar
- Indonesia
Interest:
- Energy technologies
- Infrastructure
- Investments
- Industrial clusters
3 - Energy players
- Saudi Aramco
- Gazprom
- Shell
Interest:
- Fuel efficiency improvements
- Reducing emissions
- New Models of Monetization
If the Union enters here with technology, this is already a serious level.
4 - Investment and sovereign funds
- Qatar Investment Authority
- Abu Dhabi Investment Authority
- New Development Bank
Interest:
- ESG-projects
- Infrastructure payback
- Energy Modernization
5 - Scientific and technological centers
- Technoparks of Asia
- University laboratories
- International research consortia
Objective: Verification of technology. Without them, the Union will not become a serious player.
6 - Climate and regulatory platforms
Integration into mechanisms:
- Paris Agreement
- Carbon Markets
- International Environmental Funds
This is protection from sanctions pressure.
Now the strategic plan
We form 3 rings of partners:
The Inner Ring - Pilot Countries
(where the first project starts)
Middle Ring - Investments and Scaling
The Outer Ring: Legitimacy and Global Platforms
The real question
- Middle East (Capital + Energy)
- Asia (scale + production)
- The BRICS format
This is no longer a chaotic way out, but a three-circuit geo-economic architecture.
1 Middle East (Capital + Energy)
Key countries
- Qatar
- UAE
- Saudi Arabia
Key players
- Qatar Investment Authority
- Abu Dhabi Investment Authority
- Saudi Aramco
Why start here:
- Huge Sovereign Funds
- Energy interest
- Fast decision-making
- Interest in ESG and climate projects
Purpose:
Launch of the pilot as an "energy optimization" under the climate agenda.
> CONTOUR 2 — Asia (scale + Production)
Key countries
- China
- India
- Indonesia
Why:
- Colossal amount of fuel
- Production base
- Interest in reducing emissions
- Fast Scaling
Purpose:
Creation of a production or licensing cluster.
> CONTOUR 3 — BRICS (legitimacy + Geoeconomics)
- BRICS
- New Development Bank
Why:
- Platform for institutionalization
- Infrastructure financing
- Geoeconomic synchronization
Purpose:
Design the project as a multilateral energy efficiency initiative.
Strategic logic of sequence
1Pilot in the Middle East (Capital + Quick Test)
2 - Industrial integration in Asia
3 - Institutionalization through BRICS
This gives:
- money
- scale
- Legitimate
