IMPLEMENTATION OF NATIONAL PROJECTS
ANALYSIS OF SDGS IN A UNIFIED STATE-COOPERATION DEVELOPMENT SYSTEM
1. GENERAL MODEL OF INSTITUTION
National projects similar to the SDGs are not implemented as separate sectoral programs.
They are integrated into a single development management system, where each project:
- is a closed socio-economic contour,
- has a measurable financial model,
- integrated into the digital monitoring platform,
- connected with other projects through resource and production chains.
2. SYSTEM ARCHITECTURE
LEVEL I — STRATEGIC
A unified doctrine of sustainable development is being formed, which determines:
- priorities of the state,

At this level, target indicators and regulatory framework are approved.
LEVEL II — OPERATIONAL

National projects, by analogy with the SDGs, become operational modules of VGDE.

MURDE and EUT are considered instruments for implementing existing strategic decrees and national priorities.
They do not create a parallel system, but:
- strengthen the enforcement mechanisms,
- structure the economic contour,
- provide digital controllability,
- They form a reproduction model of development.
2. EXCHANGE AND POSITIONING
2.1. MURDE
(Model of State Economy Development Management)
Function: closed-cycle management operating system in national projects and strategic programs.
Objective: to translate the strategic goals of the Decrees into managed production and financial contours.
2.2. EUT
(Single Technology Manager)
Function:
digital monitoring, analytics and coordination platform.
Task:
provide transparency, KPI, forecasting and inter-industry synchronization.
3. RELATIONSHIP WITH KEY INDICATIONS
