I. NORMATIVE FRAMEWORK

This document defines the implementation mechanism:

• MURDE — Models for Managing the Development of the National Economy

in the execution system:

II. SYSTEM ARCHITECTURE

2. Operational level (MURDE)

The architecture of digital manageability

1. GENERAL PROVISIONS

Within the framework of the EUT (Single Manager of the Technological Outline), a two-level system of accounting and forecasting is introduced:

• Ledgers record the actual state.
• Books of fate — model the trajectory of development.

This division is fundamental.

Ledgers answer the question:

"Where are we?"

The books of fate answer the question:

"Where are we going with the current decisions?"

2. EUT LEDGERS

2.1. Appointment

Ledgers are a digital register of actual performance indicators:

• financial,
• production,
• social,
• Environmentally,
• Technologically.

They record:

• income and expenses,
• execution KPI,
• Status of assets,
• Dynamics of industries,
• regional balances.

2.2. Structure of ledgers

Book I - Financial

Budget flows, development funds, return on investment.

Book II - Production

Production volumes, capacity utilization, value added.

Book III - Social

Employment, income, demographics, health.

Book IV - Environmental

Emissions, processing, natural resources.

Book V - Technological

R&D, innovation, technological maturity index.

2.3. Working principle

All data is automatically sent to the EUT.

Update - real-time or for reporting periods.

The principle is a single digital standard and the exclusion of manual distortions.

3. THE BOOKS OF SURVEY EUT

3.1. Appointment

The books of fate are an analytical-prognostic module.

They shall calculate:

• Consequences of decisions,
• development scenarios,
• risks,
• points of growth,
• possible deviations from the targets.

3.2. Content structure

Section I - Demographic trajectory

How will the population change in the current economy?

Section II — Economic trajectory

Forecast of GDP, income, employment.

Section III - Technological trajectory

Risk of delay or technological breakthrough.

Section IV - Environmental trajectory

The long-term state of natural resources.

Section V - Budgetary sustainability

Long-term balance of income and liabilities.

4. RELATIONSHIP WITH MURDE
