MEMORANDUM ON COOPERATION

General
This Memorandum defines the basis for cooperation between the Regional Public Fund A.P. Mareseva (hereinafter referred to as the Foundation) and the All-Russian Public Organization of Veterans "Russian Union of Veterans" (hereinafter referred to as the Union).
The parties, recognizing the importance of preserving historical memory, supporting veterans and strengthening the spiritual and moral values of society, express their intention to develop long-term and mutually beneficial cooperation.
Objectives of cooperation
The main objectives of interaction are:
support of veterans and improving their quality of life,
development of social, medical and psychological rehabilitation programs,
- formation of a system of patriotic education of young people,
preservation of historical truth and counteraction to its distortion,
- development of a culture of heroism and service to the Fatherland.
Main directions of interaction
The parties agreed to cooperate in the following areas:
implementation of joint social and humanitarian projects,
- holding events (forums, conferences, round tables, commemorative events),
- creation and development of educational programs (including "Maresev School"),
- establishment and holding of awards and awards (including "For the Will to Life"),
- participation in the development of initiatives in the field of social policy and support for veterans,
- formation of a single information space and registers of significant projects.
Forms of interaction
Cooperation can take the following forms:

1. General
1.1. The Permanent Coordination Committee for Veterans Affairs and Historical Memory (hereinafter referred to as the Committee) is created within the framework of cooperation between the Regional Public Fund named after A.P. Maresyev and the All-Russian Public Organization of Veterans "Russian Union of Veterans".
1.2. The Committee is a permanent coordinating, expert and project body.
1.3. The Committee carries out its activities on the basis of the legislation of the Russian Federation, as well as these Regulations.
1.4. The Committee is not a legal entity.
2. Aims and purposes of the Committee
2.1. Objective
Creation of a system platform for coordination of activities in the field of support of veterans, preservation of historical memory and development of patriotic education.
2.2. Main objectives
- coordination of activities of organizations working with veterans,
- development and support of veteran support programs,
- development of proposals for improving public policy,
- development of the system of patriotic and civic education,
- creation of a unified register of projects and initiatives,
- Formation of the image of the Hero of the New Time.
3. Functions of the Committee
The Committee shall have the following functions:
analytical and expert activities,
project management and program support,
coordination of interaction between organizations and authorities,
- preparation of proposals, recommendations and initiatives,
organization of events (meetings, forums, conferences),

4. Powers of the Committee
The Committee shall have the right to:
request and receive information from partner organizations,
— attract experts and specialists,
- to form working groups on areas of activity,

The committee is formed on a parity basis from representatives of the parties.

5.3. Appointment
The composition of the Committee shall be approved by agreement of the parties.
6. Organization of activities

6.2. Extraordinary meetings may be convened at the initiative of the President or one of the parties.
6.3. Decisions of the Committee shall be taken by consensus or by simple majority.
6.4. Following the meetings, protocols are drawn up.

10. Final provisions
10.1. This Regulation shall enter into force upon approval by the parties.
10.2. Changes and additions to the Regulations are made by agreement of the parties.
10.3. The committee may be reorganized or terminated by decision of the parties.
