EUT as a unified technology of formation of the Union
1. Basis for development
Modern economic and social processes are characterized by:
- fragmentation of development institutions;

4. Technological basis
The EUT is implemented through the Platform for the Meaningful Assessment of Development (PfD), which includes:
- The Unified Index (SI);
- Digital register of projects;
- Risk modeling module;
- forecasting of long-term effects;
- Public trust rating.
The index is calculated according to the model:
SI = f (ecology, social effect, technological novelty, capitalization, long-term contribution).
This provides a comprehensive assessment of strategic significance.
5. Principles of formation of the Union on the basis of EUT
- Voluntary Accession.
- Technological neutrality.
- Transparency of evaluation algorithms.

6. The institutional model. Proposed structure:
