(International Unified Reserve and Money Unit)

PREAMBLE

States and sovereign parties,

Aware of the limitations of existing debt-emission models,

Recognizing the need for sustainable, equitable and non-destructive development,

Guided by the principles of sovereignty, equality and responsibility towards future generations,

agreed to create and use

International Standardized Reserve and Monetary Unit (MURDE).


SECTION I. GENERAL PROVISIONS

Article 1. Definition

MURDE is a supranational reserve and settlement unit, not based on debt-creating issuance, intended exclusively for intersystem and long-term settlements for sustainable development.

Article 2. Status

  • MURDE is not:
    • the national currency,
    • private payment method,
    • object of market speculation.
  • MURDE does not replace national currencies.




SECTION II. MURDE PRINCIPLES

Article 3. Basic principles

MURDE is based on the following principles:

  • Sovereign equality of the parties,
  • inadmissibility of debt dependence,
  • Prohibition of Speculation,
  • transparency of origin,
  • focus on public benefit,
  • priority of long-term sustainability.


SECTION III. MURDE SAFETY

Article 4. Nature of security

  • MURDE is backed by a system of real assets and functions, including:
    • infrastructure,
    • energy,
    • food,
    • education,
    • health care,
    • science,
    • ecology.
  • Monetary, debt and derivative security is not allowed.

SECTION IV. EMISSION AND TRAFFIC

Article 6. Emissions

  • MURDE is issued solely against a result that has been achieved and confirmed.
  • Issuance of promises, forecasts and financial instruments is prohibited.

Article 7. Turnover

  • MURDE is used:
    • In the inter-state calculations,
    • in development funds,
    • in international programs.
  • Use in retail and consumer turnover is not allowed.

SECTION V. MANAGEMENT AND CONTROL

Article 8. Management Architecture

The management of murde is carried out distributed through:

  • Unified Register - accounting and transparency.

Article 9. Lack of ownership

MURDE cannot be owned by:

  • States,
  • Corporations,
  • private person.




SECTION VI. PROTECTION AGAINST ABUSE

Article 10. Prohibitions

Prohibited:

  • the accumulation of murde for the purpose of influence,
  • transfer to private ownership,
  • security and securitization,
  • Use for military and destructive purposes.

Article 11. Withdrawal of admission

In violation of the principles:

  • access to MURDE is suspended,
  • previously received units are subject to neutralization through the Register.

SECTION VII. SOVEREIGNNESS AND PARTICIPATION

Article 12. Sovereignty

Use of MURDE:

  • does not limit the financial sovereignty of states,
  • It does not interfere with domestic monetary policy.

Article 13. Accession

The following may join the contract:

  • States,
  • interstate unions,
  • Recognized international organizations.

SECTION VIII. TRANSITIONAL PROVISIONS

Article 14. Pilot period

  • A limited pilot loop is introduced.
  • It is applied to socially significant and infrastructure projects.




Article 15. Development

According to the pilot:

  • The list of participants is expanded,
  • The standards are clarified,
  • the system scales ×10ⁿ.

FINAL PROVISIONS

Article 16. The Treaty shall enter into force upon ratification by a specified number of parties.

The original is kept by the International Depository. All language versions are equal.

**INTERNATIONAL FRAMEWORK AGREEMENT

ON A MULTILATERAL RESERVE AND SETTLEMENT UNIT (MURDE)**

PREAMBLE

The States and other eligible participants to this Agreement,

Recognizing the structural limitations of existing debt-based international monetary arrangements,

Acknowledging the need for stable, transparent and development-oriented mechanisms for international settlements,

Affirming the principles of sovereign equality, non-interference in domestic economic policy, and respect for international law,

Guided by the objectives of sustainable development, social stability and long-term economic resilience,

Have agreed as follows:

ARTICLE 1

Definitions

For the purposes of this Agreement:

  • MURDE (Multilateral Unified Reserve and Settlement Unit) means a non-national, non-debt-based accounting and reserve unit established for use in international and multilateral settlement frameworks.
  • MURDE does not constitute legal tender in any jurisdiction.

ARTICLE 2

Legal Status

  • MURDE shall not be considered:
    • a national currency,
    • a private financial instrument,
    • a security or derivative,
    • a speculative or investment asset.
  • The use of MURDE shall not replace or restrict the use of national currencies.

ARTICLE 3

Objectives

The objectives of MURDE are to:

a) facilitate international and multilateral settlements related to development-oriented activities;

b) provide a stable reserve reference unit independent of debt issuance;

c) support long-term projects of economic, social, scientific and environmental significance;

d) reduce systemic imbalances arising from excessive reliance on debt-based instruments.

ARTICLE 4

Principles

MURDE shall operate in accordance with the following principles:

  • Sovereign equality of participants;
  • Transparency of issuance and accounting;
  • Prohibition of speculative use;
  • Orientation toward real economic and social value creation;
  • Long-term stability over short-term financial gain.

ARTICLE 5

Basis of Value

  • MURDE shall be referenced to a basket of verified real economic and social contributions, including but not limited to:
    • infrastructure development,
    • energy systems,
    • food security,
    • education and research,
    • public health,
    • environmental protection.
  • Financial assets, sovereign debt instruments and derivatives shall not constitute a basis of value for MURDE.

ARTICLE 6

Issuance

  • Units of MURDE may be recorded only upon confirmation of completed and verified contributions aligned with the objectives set forth in Article 3.
  • Forward issuance, debt-based issuance or issuance based solely on projected outcomes shall not be permitted.

ARTICLE 7

Use and Circulation

  • MURDE may be used exclusively for:
    • intergovernmental and multilateral settlements;
    • development funds and international programmes;
    • agreed compensatory and balancing mechanisms.
  • MURDE shall not be used for retail, consumer or speculative market transactions.

ARTICLE 8

Administration

  • The administration of MURDE shall be conducted through a multilateral and non-proprietary framework, ensuring:
    • no single participant exercises ownership or unilateral control;
    • decisions are made in accordance with agreed procedures.
  • Operational functions may be delegated to designated international or non-profit entities, as defined in supplementary instruments.

ARTICLE 9

Safeguards

  • Accumulation of MURDE for the purpose of political, financial or market dominance is prohibited.
  • MURDE shall not be pledged, securitized or converted into private ownership claims.
  • Misuse may result in suspension or limitation of access under procedures agreed by the participants.


ARTICLE 10

Sovereignty

Nothing in this Agreement shall be interpreted as:

a) limiting the monetary or fiscal sovereignty of any State;

b) imposing obligations on domestic monetary policy;

c) creating supranational authority over national financial systems.


ARTICLE 11

Participation

  • Participation is open to:
    • States;
    • intergovernmental organizations;
    • other entities admitted by consensus of participants.
  • Participation is voluntary and subject to acceptance of this Agreement.


ARTICLE 12

Pilot Phase

  • An initial pilot phase may be established to test operational mechanisms.
  • The scope and duration of the pilot phase shall be defined in a supplementary protocol.


ARTICLE 13

Amendments

This Agreement may be amended by consensus or other agreed procedures defined by the participants.

ARTICLE 14

Entry into Force

This Agreement shall enter into force in accordance with conditions specified in a final clause or supplementary instrument.

ARTICLE 15

Depositary and Languages

  • A designated international body shall act as depositary of this Agreement.
  • All official language versions shall be equally authentic.
