MURDE

المقدمة

إن الدول والجهات الفاعلة ذات السيادة،

إدراكًا منها لمحدودية نماذج الدين والإصدار القائمة،

وإقرارًا بضرورة التنمية المستدامة والعادلة وغير المدمِّرة،

وانطلاقًا من مبادئ السيادة والمساواة والمسؤولية تجاه الأجيال المقبلة،

قد اتفقت على إنشاء واستخدام

الوحدة النقدية الاحتياطية الدولية الموحدة (موردي).

القسم الأول. الأحكام العامة

المادة 1. التعريف

موردي وحدة فوق وطنية، غير قائمة على الإصدار الديني، احتياطية للتسوية، مخصصة حصريًا للتسويات بين المنظومات والطويلة الأجل لأغراض التنمية المستدامة.

المادة 2. الوضع القانوني

• موردي ليست:
• عملة وطنية،
• وسيلة دفع خاصة،
• موضوعًا للمضاربة في السوق.
• موردي لا تحل محل العملات الوطنية.

القسم الثاني. مبادئ موردي

المادة 3. المبادئ الأساسية

تستند MURDE إلى المبادئ التالية:

• المساواة السيادية بين المشاركين،
• عدم جواز الاعتماد على الديون،
• حظر المضاربة،
• شفافية المنشأ،
• التوجه نحو المنفعة العامة،
• أولوية الاستدامة طويلة الأجل.

القسم الثالث. ضمان MURDE

المادة 4. طبيعة الضمان

• تُضمن MURDE بمنظومة من الأصول والوظائف الحقيقية، تشمل:
• البنية التحتية،
• الطاقة،
• الغذاء،
• التعليم،
• الرعاية الصحية،
• العلم،
• البيئة.
• لا يُسمح بالضمان النقدي أو الديني أو المشتق.

المادة 5. الارتباط المعماري

ضمان MURDE:

• يُثبَّت عبر كريستال 741،
• يُعتمد عبر سجل EUT،
• يُتحقق منه عبر EUT IdeaIntellect.

القسم الرابع. الإصدار والتداول

المادة 6. الإصدار

• يتم إصدار MURDE حصرياً مقابل نتيجة منجزة ومؤكدة.
• يُحظر الإصدار مقابل الوعود والتوقعات والأدوات المالية.

المادة 7. التداول

• تُستخدم MURDE:
• في التسويات بين الدول،
• في صناديق التنمية،
• في البرامج الدولية.
• لا يُسمح باستخدامها في التداول التجزئي والاستهلاكي.

القسم الخامس. الإدارة والرقابة

المادة 8. معمارية الإدارة

تُدار MURDE بشكل موزع عبر:

• NPO SOYUZ — الحفظ والإدارة،
• EUT IDEALINTELLEKT — الاعتماد والسحب،
• كوادر MURDE / سوبركلاس — رقابة المطابقة،
• السجل الموحد — التسجيل والشفافية.

المادة 9. غياب المالك

لا يمكن أن تكون MURDE مملوكة لـ:

• الدولة،
• شركة،
• شخص خاص.

القسم السادس. الحماية من إساءة الاستخدام

المادة 10. المحظورات

يُحظر:

• تكديس MURDE بهدف التأثير،
• النقل إلى الملكية الخاصة،
• الرهن والتوريق،
• الاستخدام في أغراض عسكرية وتخريبية.

المادة 11. سحب الإذن

في حال انتهاك المبادئ:

• يُوقف الوصول إلى MURDE،
• تخضع الوحدات المستلمة سابقًا للتحييد عبر السجل.

القسم السابع. السيادة والمشاركة

المادة 12. السيادة

استخدام MURDE:

• لا يقيّد السيادة المالية للدول،
• لا يتدخل في السياسة النقدية الداخلية.

المادة 13. الانضمام

يجوز الانضمام إلى الاتفاقية:

• الدولة،
• الاتحادات بين الدول،
• المنظمات الدولية المعترف بها.

القسم الثامن. الأحكام الانتقالية

المادة 14. الفترة التجريبية

• يُستحدث إطار تجريبي محدود.
• يُطبّق على المشاريع ذات الأهمية الاجتماعية ومشاريع البنية التحتية.

المادة 15. التطوير

بناءً على نتائج التجربة:

• توسيع قائمة المشاركين،
• توضيح المعايير،
• توسيع نطاق المنظومة ×10ⁿ.

الأحكام الختامية

المادة 16. بدء النفاذ تدخل الاتفاقية حيز النفاذ بعد تصديق العدد المقرر من المشاركين.

المادة 17. اللغات والحفظ

تُحفظ النسخة الأصلية لدى الوديع الدولي. جميع النسخ اللغوية متساوية في الحجية.

**INTERNATIONAL FRAMEWORK AGREEMENT

ON A MULTILATERAL RESERVE AND SETTLEMENT UNIT (MURDE)**

PREAMBLE

The States and other eligible participants to this Agreement,

Recognizing the structural limitations of existing debt-based international monetary arrangements,

Acknowledging the need for stable, transparent and development-oriented mechanisms for international settlements,

Affirming the principles of sovereign equality, non-interference in domestic economic policy, and respect for international law,

Guided by the objectives of sustainable development, social stability and long-term economic resilience,

Have agreed as follows:

ARTICLE 1

Definitions

For the purposes of this Agreement:

• MURDE (Multilateral Unified Reserve and Settlement Unit) means a non-national, non-debt-based accounting and reserve unit established for use in international and multilateral settlement frameworks.
• MURDE does not constitute legal tender in any jurisdiction.

ARTICLE 2

Legal Status

• MURDE shall not be considered:
• a national currency,
• a private financial instrument,
• a security or derivative,
• a speculative or investment asset.
• The use of MURDE shall not replace or restrict the use of national currencies.

ARTICLE 3

Objectives

The objectives of MURDE are to:

a) facilitate international and multilateral settlements related to development-oriented activities;

b) provide a stable reserve reference unit independent of debt issuance;

c) support long-term projects of economic, social, scientific and environmental significance;

d) reduce systemic imbalances arising from excessive reliance on debt-based instruments.

ARTICLE 4

Principles

MURDE shall operate in accordance with the following principles:

• Sovereign equality of participants;
• Transparency of issuance and accounting;
• Prohibition of speculative use;
• Orientation toward real economic and social value creation;
• Long-term stability over short-term financial gain.

ARTICLE 5

Basis of Value

• MURDE shall be referenced to a basket of verified real economic and social contributions, including but not limited to:
• infrastructure development,
• energy systems,
• food security,
• education and research,
• public health,
• environmental protection.
• Financial assets, sovereign debt instruments and derivatives shall not constitute a basis of value for MURDE.

ARTICLE 6

Issuance

• Units of MURDE may be recorded only upon confirmation of completed and verified contributions aligned with the objectives set forth in Article 3.
• Forward issuance, debt-based issuance or issuance based solely on projected outcomes shall not be permitted.

ARTICLE 7

Use and Circulation

• MURDE may be used exclusively for:
• intergovernmental and multilateral settlements;
• development funds and international programmes;
• agreed compensatory and balancing mechanisms.
• MURDE shall not be used for retail, consumer or speculative market transactions.

ARTICLE 8

Administration

• The administration of MURDE shall be conducted through a multilateral and non-proprietary framework, ensuring:
• no single participant exercises ownership or unilateral control;
• decisions are made in accordance with agreed procedures.
• Operational functions may be delegated to designated international or non-profit entities, as defined in supplementary instruments.

ARTICLE 9

Safeguards

• Accumulation of MURDE for the purpose of political, financial or market dominance is prohibited.
• MURDE shall not be pledged, securitized or converted into private ownership claims.
• Misuse may result in suspension or limitation of access under procedures agreed by the participants.

ARTICLE 10

Sovereignty

Nothing in this Agreement shall be interpreted as:

a) limiting the monetary or fiscal sovereignty of any State;

b) imposing obligations on domestic monetary policy;

c) creating supranational authority over national financial systems.

ARTICLE 11

Participation

• Participation is open to:
• States;
• intergovernmental organizations;
• other entities admitted by consensus of participants.
• Participation is voluntary and subject to acceptance of this Agreement.

ARTICLE 12

Pilot Phase

• An initial pilot phase may be established to test operational mechanisms.
• The scope and duration of the pilot phase shall be defined in a supplementary protocol.

ARTICLE 13

Amendments

This Agreement may be amended by consensus or other agreed procedures defined by the participants.

ARTICLE 14

Entry into Force

This Agreement shall enter into force in accordance with conditions specified in a final clause or supplementary instrument.

ARTICLE 15

Depositary and Languages

• A designated international body shall act as depositary of this Agreement.
• All official language versions shall be equally authentic.

This Agreement establishes a neutral, non-debt-based multilateral settlement unit,

designed to complement existing international monetary arrangements,

without altering national sovereignty or legal tender systems,

and aligned with the objectives of sustainable development and international cooperation.
