We express our heartfelt gratitude to you for the great and painstaking work you are doing to restore Russia’s sovereignty, strengthen the defense capability and economic power of our Great Power. An important role in strengthening the authority and power of the state is played by the space industry, the development of which you also pay a lot of attention, time and effort. 

At the meeting of the BRICS heads of state in Kazan, you invited the BRICS members and candidates to take advantage of the opportunity to use Russia’s space technologies for the economic development of these countries. 

We understand that the implementation of this proposal, in addition to technological re-equipment and a significant increase in the range of products of the space industry, will require a significant increase in the number of launches for the delivery of goods to low-Earth orbit.

We propose a program to create an international spaceport on the basis of the Baikonur cosmodrome, which will provide up to 70 launches per year, of which 10-15 launches with a payload of more than 100 tons. The Vostochny cosmodrome can be included in the technical cooperation. 

In addition, the program provides for the construction of an orbital shipyard, which will produce modular assembly of large-sized spacecraft and structures for various purposes.

This will allow you to create from 5 to 10 thousands of highly qualified jobs at the Baikonur complex and hundreds of thousands for specialists at enterprises in Russia and Kazakhstan, to introduce and work out a resource management mechanism, to develop new unique technologies without attracting budget funds.

The implementation of this program will strengthen relations between Russia and Kazakhstan, as well as give impetus to business activity and cooperation of entrepreneurs at all levels, primarily the BRICS countries. In addition, these countries will have a stable access to space.

To implement the program, it is planned to create a joint-stock company, to which the assets of the Baikonur complex, including objects, technologies, developments, digital financial assets, should be transferred. The management of digital financial assets will provide a sovereign blockchain created in our country on the basis of Open Source software.

Our partners from China, South Africa, Brazil, the UAE, India, Africa, Asia and Latin America will take part in the implementation of the program, which in the future will provide financing for the program in the amount of 500 to 700 billion United States dollars in the period from 2025 by 2035 years.

It is known that in the creation of the space industry USSR took part thousands of research institutes, design and design bureaus, related enterprises, hundreds of thousands of specialists, ministries and departments. Entire branches of science and industry were created within a single task. 

We are ready to continue the path and work of our predecessors, and to do our work so that our entire people perceive the exploration of space as a single goal of the development of Russian society and its Great Power - Russia.

Dear Vladimir Vladimirovich, taking into account your special location for the development of the space industry, we ask you to support the proposed program, which will undoubtedly make a worthy contribution to the revival of domestic cosmonautics, as well as strengthening the economy and prestige of Russia.

On the basis of the above, we consider it expedient to issue a corresponding decree (order) as a priority document providing the regulatory framework for the program industries.

Management policy concept of the programme

Formation of the functional structure of the program and
Project Management Systems Program

The implementation of the program involves the participation of many participants in the projects of the program, whose actions should not only be coordinated within the association. The participants of the program should be structurally built into the system of relations, in which within the framework of cooperation they will determine a role function specific to their profile. And in order for the results of program projects to be as close as possible to what is provided by the plans, it is necessary to create an effective program management system, the algorithms of which should be spelled out in a management model based on approved standards and embodied in modern tools. The end result of any project depends on the quality of management.

Therefore, at the heart of the launch of the program is the creation of an organizational and technical management platform with unified organizational and technical solutions for all participants in the full range of resource management at all levels of the structure.

Within the framework of organizational measures, it is envisaged to resolve the issue of balanced control (management) by economic entities of program participants at the shareholder level for the possibility of making strategic decisions of companies and placing competent managers in key positions of management instead of “effective managers” - cash flow controllers. This will create conditions for the investment attractiveness of the company's projects and products and attract private investment to replenish and re-equip the company's fixed assets by obtaining direct investments through the sale of shares of a new issue. There are such intentions on the part of investors. It is assumed that the finances attracted from investors are indirectly through PJSC "International Spaceport" to place in the share capital of Russian and Kazakh enterprises participating on a permanent basis in the production of components in the implementation of the spaceport program for the amount of 10-15 billion United States dollars. In particular, PJSC "International Spaceport" intends to purchase in the order of a new issue 20-30% ordinary shares of RSC Energia – 45-50 billion rub. (1 Half Year 2025 G.) The purpose of the acquisition of shares is investment in the fixed assets of enterprises: re-equipment with modern equipment, participation in the management of the enterprise by the customer of products. 

Participation in the share capital of project participants is desirable, although not mandatory. In each case, such issues will be resolved in the process of negotiations on the basis of mutual interest. The creation of a conglomerate or holding company will give the necessary effect in terms and quality of the implementation of the program projects.

In the same way, to intensify the project to create launch vehicles under development by RSC Energia, and to finance the reconstruction and filling of the budget for the operation of the property complex, take on balance:

• MIC (assembly and test housing) No 112, No 250, No 251 and No 254.
• Launch Complex RN "Soyuz" (Gagarinsky start) 
• platforms: No1, No2, No18, No26 and 
• The Jubilee Airport.

Work in the above direction is already being carried out by the Joint Scientific Council on the formation and implementation of the Program / Project / in the interests of Russia and countries interested in its implementation.

CALENDAR PLAN OF WORK

Baikonur International Spaceport (preliminary name).

1. January-February-March 2025Mr. Solve the issue of extra-budgetary financing (including part of the lease for the Baikonur launch site). The total amount of pre-financing should be 1,5-2,0 billion rub.

2. April-May 2025Mr. In Mr. Baikonur together with the city administration to select and take on balance the required number of buildings for offices, design bureaus, etc., as well as to find and receive from the city administration the necessary housing stock.

3. In the second half 2025Mr. To begin reconstruction, repair, construction, survey and design work on the accepted objects of housing and industrial stock. Amount of investment: 14,0 -19,0 billion rub.

The cost of the first phase will be 50,0 – 70,0 billion rub. (500-700 Millions of United States dollars). 

(The lease of the Baikonur cosmodrome will be reviewed by the governments of Russia and Kazakhstan on behalf of the presidents of the Russian Federation and Kazakhstan at a special intergovernmental commission.)
