Annex I
TECHNICAL ARCHITECTURE OF MURDE
- MURDE operates within a distributed accounting and architectural system that provides:
- traceability of the origin of each accounting unit;
- impossibility of unauthorized creation or modification of records;
- Compliance with sustainable development goals.
- The architecture of the system is based on the modular principle, in which:
each MURDE accounting unit is linked to a specific confirmed result;
- Results are classified by functional areas (infrastructure, energy, education, etc.).
- Technical standards of the system:
- are neutral to the IT platforms used;
- allow integration with national and international accounting systems;
- It excludes centralized ownership of the system.
ANNEX II
MECHANISMS OF VALUATION AND ACCOUNTING
- The basis for recording MURDE units is an actually completed and confirmed contribution that meets the objectives of the Agreement.
- Confirmation includes:
- documentary confirmation of the result;
- assessment of social and economic significance;
- compliance with environmental and social criteria.
- The accounting units of MURDE are carried out:
- after the completion of the result;
- without prior or conditional accrual;
- with fixation of the source, purpose and limitations of use.
ANNEX III
MANAGEMENT AND INSTITUTIONAL SCHEME
- The governance of the MURDE system is distributed and non-proprietary.
- The management can participate:
- international organizations;
- specially established non-profit structures;
- authorized representatives of States Parties.
- No participant has:
- exclusive right of issue;
- ownership of the MURDE;
- The possibility of a unilateral change in the rules of the system.
- Decisions are made based on:
- agreed procedures;
- principles of transparency and accountability.
ANNEX IV
PROTECTION, MONITORING AND CONFORMITY
- In the MURDE system, mechanisms are used:
- internal control;
- independent verification;
- Public reporting within acceptable limits.
- Responses shall be provided in the case of:
- discrepancies in the declared results to the actual;
- attempts to accumulate or use murde for dominance purposes;
- Violation of the principles of the Agreement.
- Responses may include:
- Suspension of access;
- cancellation of illegally taken into account units;
- Temporary exclusion from the use of the system.
ANNEX V
PILOT STAGE AND ROAD MAP
- A limited pilot phase is being introduced to:
- testing of accounting mechanisms;
- development of confirmation procedures;
- verification of the interaction of participants.
- Pilot phase:
- limited in scope and duration;
- applied to socially significant and infrastructure projects;
- It does not affect national monetary systems.
- Following the pilot phase:
- report is generated;
- procedures are specified;
- decision on scaling.
FINAL TECHNICAL EXPLANATORY NOTE
The present Annexes:
- are an integral part of the Framework Agreement;
- are of a technical and procedural nature;
- do not create obligations that go beyond the scope of the Agreement;
- intended for the practical implementation of murde
in accordance with international law and the principles of sustainable development.
