Unified System for Managing Social Goals


Executive summary


The Unified Social Objectives Management System (SMSMS) is an interagency “super-register” platform that integrates data on NGOs, their projects, funding, results and compliance into a single framework for managing social goals. 

The basis is master data (“gold card NPO”) plus showcases (grants/subsidies/contracts, results, risks, geography, SDGs) and uniform quality/comparison rules.  

Value: 

reducing the time for verification of NGOs and projects through automated verification of key state sources; 

Comparability of support measures and results (from application to effect); 

Risk reduction (sanctions/extremist/AML signals) through centralized monitoring; 

transparency, including a separate “endaumentcontour” (public register of target capital) on top of the current regulation. 

The key principle is "one data window" while maintaining the powers of registry owners and strict compliance with the requirements for the protection of information and personal data. 


Context and rationale for the need for the system


Fragmentation of data on NGOs is manifested in the fact that the legal status, reporting, grant activity, state financing, procurement and risk factors live in different contours and are updated non-synchronously. Even the basic “verification of the existence” of an organization today often requires verification from several sources: registration information from the Unified State Register of Legal Entities/EGRIP is available through the service of the tax authority (extract in PDF with the UCEP, update daily). 


At the same time, the transition to the “digital trail” of NGOs is increasing: the obligation to place the charter on the information resource of the authorized body is normatively fixed (entry from 1 January 2025; for previously registered - placement up to 1 April 2025; for new / changes to the charter - 30 days).  

From 1 January 2026 there is a new unified electronic reporting of NGOs (form UN000X) through a personal account on the information resource, with authorization through the ESIA. 


The register of socially oriented NGOs (SNCO) is critically important, since it is associated not only with “catalogization”, but also with tax logic of support. 19.6 p. 1 Art. 265 The Tax Code of the Russian Federation expressly allows for the recording of expenses in the form of donations to NGOs included in the register of SONKO, within the limits of the established limit (1% Revenue). 


Resolution No. 1290 defines the authorized body for maintaining the register and the requirements for the feasibility of entering / interacting with authorities and grant operators. 

A separate systemic “hole” is endowments (targeted capital). In the presence of a special law on the target capital of NGOs, which sets the rules of management (including requirements for management bodies / council), in the public field there is no generally accepted single state “registry of endows” as a separate layer of transparency (rather, there is scattered information from individual owners / management structures). 

Conclusion: USC is needed as a “management layer” (targeting, project portfolio, comparable metrics, risks, public transparency) and a “technical layer” (integration, MDM, quality, audit) on top of existing registries without destroying them.

"On the creation of a unified system of management of social goals"


1. Create a state information system "Single system of management of social goals" (ESUC).

2. Approve the Regulation on ECSC (Annex No. 1), including:

 2.1. composition and purpose of the data "super register" (NGOs, projects, financing, results, risks);

Communication strategy and involvement of NGOs


Communications should be divided into 3 streams:

- NPO: "why do they need it" (reduce bureaucracy, one profile, confirmed transparency), training in statutes/reporting and profile, feedback. Reliance on the already existing digitalization of reporting/chartering as a “point of entry”. 

- Regions and departments: methodological packages according to data, KPIpanels, quality standards, "showcase of best practices". ?cite?turn24view0?  

- Public/business: public impersonal storefronts (project map, impact indicators), explanation of the link "SONCOstatus → trust/tax logic of donations".

Management KPI (effect):

- reducing the time of verification of NPOs/partners;  

- Percentage of support decisions made on the basis of a comparable KPI;  

- reduction of the share of financing "without result / without reporting" (according to the evaluation window). 

- growth of trust (polls), growth of the share of organizations with public charter and electronic reporting. 


Recommendations for the management of the “endowment circuit” and the creation of a public register of endowments


Problem: in the existence of a legal regime of target capital, data on the number of endowments, their size, management companies, target areas and results are disclosed heterogeneously (including the lack of a single register of target capital according to expert estimates). 


Decision in the ECSC: to create a separate sub-register ENDOWMENT_REG as a public layer associated with the “gold card of NGOs”, without disclosing excess personal data.


Minimum composition of public fields of the register of endowments:

- identifier of the owner of the target capital (OGRN/INN);  

- type of structure (within the NPO / specialized fund) - "requires clarification" on the format;  

- date of formation / threshold events;  

Targeted use of income (by reference);  

- management company (name, license - if applicable);  

- the value of the property of the target capital at the reporting date (ranges / aggregates);  

- income for the period and direction of distribution (aggregates);  

- reference to public reporting/audit (if available).


Regulatory framework:

- rely on the current law on target capital (including management and control requirements). 

- approve by a government act (or departmental act when delegating) the obligation to publish a minimum set of aggregated information in ENDOWMENT_REG (similar to the logic of statutes / reporting, but without "extra" PD). 


Levels of publicity:  

- PUBL1 (minimum): availability of target capital + Size Range;  

- PUBL2: + income/distribution by direction;  

- PUBL3: + Enhanced reporting and ESG metrics (voluntary, as a standard of "information openness").


This approach closes the main “gap of transparency” without substitution of corporate governance of endows and without duplicating the functions of other regulators.
