Chapter XI. Stages of implementation of agrologistics infrastructure and WFP system




1. Organizational phase



Outputs:


  • Creation of a working group/project office under the regional government.
  • Analysis of the food balance (production, consumption, import, export, transit).
  • Inventory of existing projects: ORC, food factories, storage facilities, greenhouses and livestock complexes.



Documents/results:


  • Report on the region's balance sheet.
  • Protocol establishing the working group.
  • List of facilities for integration into the ERP and WFP system.






2. Legal and regulatory phase



Outputs:


  • Adjustment of regional regulations (benefits, state support, credit instruments, tax holidays).
  • Linking the regional program with the federal state program of the agro-industrial complex and related acts.



Documents/results:


  • Draft regional law on the development of agrologistics.
  • The subject's current program.






3. Investment and finance phase



Outputs:


  • Preparation of investment projects on ORC, agroparks, processing.
  • Approval of the regional programme of ORC and WFP.
  • Changes to the budget.
  • Applications to the Ministry of agriculture of the Russian Federation for subsidies.
  • The agreement with the Ministry of Agriculture on co-financing.



Documents/results:


  • Investment memorandums.
  • Regional ORC Programme.
  • Agreement on subsidies.






4. Design and construction



Outputs:


  • Development of project documentation for ORC.
  • Construction/modernization: Refrigeration facilities, vegetable and grain storage facilities, laboratories, small processing lines, social power supply units.



Documents/results:


  • Project and estimate documentation.
  • Act of putting objects into operation.






5. Launch of the WFP system



Outputs:


  • Protocols on sites for social welfare and food aid.
  • Analysis of the current WFP system and its refinement.
  • Regulatory basis for redirection of orders to the local manufacturer.
  • Creation of nodes of consolidation of orders.
  • Contracts with suppliers and operators.
  • Launch of pilot sites.
  • Introduction of a system of control of financial and commodity flows.

  • Protocols and Treaties.
  • Regional model of WFP.
  • Report on pilots.




6. Scaling



Outputs:


  • Preparation of a model of ORC and WFP for implementation in other entities.
  • Creation of interregional nodes.
  • Integration with federal balance sheets.

  • Model model.
  • Scaling report.
