Having considered the issue of ensuring social sustainability and the return of human capital, the Security Council of the Russian Federation notes:

  • The absence of a single federal model of comprehensive rehabilitation creates long-term social and economic risks.
  • The fragmentation of departmental approaches reduces the effectiveness of state support measures.
  • The formation of sustainable groups of social maladaptation can create additional risks to internal stability.

The Security Council of the Russian Federation decided:

  • Support the creation of the Federal System of Comprehensive Rehabilitation (FSKR).
