Introduction.
"Russia is taking ~1/7 part of the sushi. Order is concentrated on our territory 40 percent of the world's natural resources. The population of the country is only 2 Percentage of the total mass of the Earth's population.
The meaning of the situation is obvious.
Without implementing a large-scale, long-term project of demographic development, building up human potential, developing our territories, we risk turning into a “empty space”, the fate of which will not be decided by us.

The problem of the revival of the domestic village, and with it the problem of exit from the demographic peak, cannot be solved as long as rural territories remain under the control of latifundists and latifundist-minded officials.
The implementation of such a project is possible only within the framework of a new strategy of SYSTEMIC INNOVATIVE DEVELOPMENT (SIR), adapted to the current situation, which provides a balanced solution of socio-economic problems, problems of preserving a favorable environment, natural resource, scientific, technical and cultural potential of the territory, region, country.
Russia has the same fundamental goals as the entire world community - to switch to the path of confident systematic development in the XXI century.
According to the concept of systematic development, we should gradually eliminate spontaneous processes in all spheres of human activity (first of all, social technologies of “construction of the future”, which are formed every day).
But for this it is necessary to construct an image of this desired future and formulate the goals of systematic, progressive development in every sphere of human activity.
The systematic nature of such a strategy of systematic - predictable - development of rural areas implies the creation of a single balanced system, including the economy, ecology, ideology and the social sphere.
The strategy of Russia’s transition to sustainable development ensures, in particular, the achievement of the following goals:
- the addition of scientifically based parameters of the quality of life of people,
- preservation and restoration of natural ecosystems, improvement of the environment,
- formation of a new ethics by developing a conscious attitude to the biosphere as the foundation of life,
- Creating a socially and environmentally oriented economy.
The integral essence of the strategy of sustainable development of rural areas should be expressed in the systematic unification of all rural agglomerations and - equally - empty lands and former settlements in objectively existing territorial structural units, in each of which natural, economic and social components form a certain integral system (regional economic and social complex), in turn, being part of the overall territorial structure of the country 2002 St Petersburg.)

Russia’s transition to sustainable development can be implemented on the basis of the “small” most advanced model “Territory of System Innovation Development” (T-SIR). Such projects should become a laboratory of new knowledge and a source of practical experience of sustainable development, transferred to all other similar territories.
Definitions:
Sustainable development of rural areas - stable planned (SYSTEM) socio-economic development of rural areas, increasing the volume of agricultural and fish products, increasing the efficiency of agriculture and fisheries, achieving full employment of the rural population and raising its standard of living, as well as rational use of land.
Innovation activity is a process aimed at translating the results of research and development, or other scientific and technical achievements into a new or improved product, implemented on the market, into a new or improved technological process used in practical activities.
The territory of system innovative development (T-SIR) is a local territory that has infrastructure facilities for innovative purposes and has a high innovative scientific, technical, industrial, educational and socio-cultural potential. The basis of economic activity of the territory is the creation and sale of competitive high-tech products and services.
The technology cluster is an association of individuals, enterprises, research and educational organizations related to relations in the territorial proximity and functional dependence. In some cases, the cluster may partially have signs of a merger of property, this merger occurs on the basis of an agreement between its participants.
Ecotechnopark is a property complex consisting of industrial premises and facilities, engineering, transport, residential and social infrastructure with a total area of at least 5000 square meters, carrying out innovative activities in the field of systemic socio-economic development of rural areas on the basis of environmentally oriented technologies of life support and production.
A technological incubator is a structure that specializes in creating favorable conditions for the emergence and effective operation of small innovative firms and entrepreneurs who implement original scientific and technical ideas. This is achieved by providing them with material, information, consulting and other necessary services. It performs the function of supporting knowledge-intensive entrepreneurship. And even in the case of financial independence, it is located within the existing ecotechnopark.
Purpose of the program:
Addressing the demographic crisis through:
- Creation of a mechanism of spatial development, a model of a new quality of life in the framework of an artificially created ecosystem (which incorporates the maximum possible share of the natural ecosystem in rural areas) under the working title "Special socio-economic space for the development of domestic rural areas" (OSEP ROST).
- Formation of new opportunities for the socio-economic and cultural development of territories on the basis of a unified cultural, information, ecological and technological structure.
- The elimination and further prevention of the causes of rural poverty is the creation of systemic conditions, following which leads to the welfare of the country's population and its patriotic rise (which, in turn, at all times was one of the most important drivers of demographic development).

The spatial organization of the Territory of Sustainable Innovative Development (TUIR) has a dispersed-node nature. The system of settlement of TUIR is formed as an integral infrastructure and is determined by technological territorial clusters: a local-type residential cluster; a tourist cluster; a handicraft and craft cluster; an agro-production and processing cluster; a training and consulting and information and media cluster.
The interaction node of these clusters in the scientific, educational and information spheres forms a supporting infrastructure multi-cluster - Ecotechnopark (innovative-technological, scientific-educational and information-media center).
Structure of the Territory of Sustainable Innovative Development
For the implementation of the program of sustainable development of specific settlements, it is important to plan the systematization of the development of the territorial system, the resettlement of human resources, individuals and families wishing to become residents of the Project "Special socio-economic space for the development of domestic rural territories", in general.
The necessary continuity is provided by the network principle of the organization of its elements. Each “subject” of the territorial settlement complex (the city-forming cluster) functions as a network within the entire territorial settlement system. Low cost of housing construction, low costs for its operation, the possibility of own food production, as well as the organization of handicraft production and various types of tourist services, the possibility of using wild raw materials in the farm are all conditions that contribute to solving the problem of sustainable development and eliminating the causes of poverty and disadvantage.
The manor principle of settlement is the most organic for the territory of rural agglomerations, it takes into account the historically established spatial structure of settlement.
Traditionally, the territorial structure of the economic area of the peasant settlement and the entire scattered system of rural settlement formed a kind of "smallness" of the landscape, that is, the slicing of land and their gradual development.
Resettlement systems and historical settlements must be built upon.

It includes: administrative and economic center, hotel complex, research and educational center, complex of structures and equipment of agribusiness incubator, multimedia center. This complex of objects is created as a number of demonstration, scientific and technological sites: a demonstration site of smart, energy-efficient multifunctional structures, a landscape site of symbiotic agriculture and plant agrobiocenoses and is a laboratory of green technologies in action. Communication planning technology and collective planning technology are used for the development of communication networks. They provide for the creation of permanent channels of communication between the community and leaders of different ranks, between social groups, between employees and enterprises.
Having begun to act, the social communication network leads to the development and consolidation of the entire community, increasing its efficiency in both the social and economic fields. In the crisis situation in which the world is in, the domestic territorial community acquires a new: consolidating quality under the influence of changing general conditions. Local territorial communities are a necessary element of the territorial organization of society, mediating economic and geopolitical development, social stabilization, patriotic attitude and mobilization readiness.
They retain important functions and acquire new ones, taking on the compensation of the alienating influence of modern industrial society.
It is based (as any social community) on the desire to realize the 15 benefits of solidarity, the joint efforts leading to an increase in the effectiveness of individual actions, the ability to defend their interests and thereby the possibility of survival and development.
In the outlined paradigm of sustainable (systemic) territorial development, the key idea is to create an atmosphere and environment that is most conducive to self-development, multiplying the number and improving the quality of the population in a number of vital parameters. The system-forming component of this environment is a program that is attractive enough for the population to be managed by itself through a system of public institutions - local governments and various non-profit organizations.
What makes the population self-development - to grow spiritually, professionally, to strengthen health?
Participating in the key program of arranging their own large house - the territory of residence - people are convinced that the quality of their life (according to a systematic set of criteria, including socio-psychological comfort) is higher, the more effectively they participate in the program. This requires them to work on themselves and such native independent social institutions as the family, the club, the movement, the trade union, etc. The transition of society to the model of sustainable development requires a systematic approach at all functional and organizational levels of human society, a revision of the place of man in society and his activities, the formation of a patriotic type of thinking.

Information resources are the most effective means of changing the flows of other, “more material” resources. Therefore, purposeful, subordinated to a certain plan, the management of information at all stages from its generation to the assessment of the results of the system will allow to achieve the best results in the distribution of other resources that would comply with the principles of sustainable spatial development of the territory.

The key to the functioning of ecotourism as a sector of the modern tourism industry is the transfer of tourism products to the information form and the creation of a database on agro-tourism farms - a territorial information portal designed for a wide range of customers.
- Development of small forms of entrepreneurship in rural areas
The goal is to recreate and develop a profitable agricultural: production and processing potential of the territory to the level of regional self-sufficiency and integration into the general economy of the country.
Taking into account the state of the Russian economy and the catastrophically accelerating destruction of the biosphere, it is most expedient to use biological agriculture based on multi-fold agricultural production of mini-farms and agro-settlements.
Scientific and practical evidence shows that biological farming technologies yield crops 2-6 times higher than modern machine and chemical methods of farming and, in addition, restore soil fertility 60 times faster than its natural recovery.

The modern information age, which inevitably includes humanity, has certain features that must be taken into account in the strategy of sustainable spatial development of the territory. We are talking about the formation of a specialized infrastructure for the production and provision of information services - primarily in such areas of economic and social life as e-commerce, employment problems, distance learning, telemedicine, reference and information services of local, regional and central authorities, etc.
This creates new opportunities for improving economic well-being, while reducing the burden on the environment.
Disadvantages associated with living in rural areas and peripherality can be eliminated through high-quality communications.
Virtual workplaces remove limitations associated with any geographical factor, and the place of residence loses its close dependence on the workplace.
Already today, real conditions have been formed for the dynamic development of the domestic ICT market, products and services: a community of companies and firms that conduct professional activities in the ICT market and serve all segments of this market has been formed; Russian companies have gained some experience in the real production of goods and services using modern ICT; a basis has been created for legislative and regulatory support for the development of ICT;
