SUMMARY

The problem of the lack of ready-made and well-structured projects in the infrastructure investment market is becoming more acute every year. So far, it is not possible to solve it, even despite the desire of the authorities to develop the industry at an accelerated pace in the next six years. Moreover, it is this factor that slows down ambitious plans.

Nevertheless, a significant number of projects in different formats of public-private partnership have been discussed and prepared for years, and some, although not so long ago, have already been well developed. Of the total number of such initiatives, we have identified 160 projects, which, in our opinion, have a higher chance of launching in the next three years. They have drawn up a national list of promising projects.

• The total amount of investments in 160 of the list of projects is 4 trillion rubles. Of these

3,98 trillion rub. — 99,5 % — Projects are more expensive 1 billion Roughly, around 2,5 trillion RUB, or 63 % These investments are approximately 10 Projects with more investment 100 billion RUB (but the exact number of projects here and further depends on the final decision on the number of sections of the Europe-Western China corridor - see the explanation in the project passport for more details). We do not expect all these megaprojects to be able to launch in the next three years. Most likely, the authorities will stop at three or four of them, since all initiatives will require budget participation.

• In the segment from 10 billion rub. up to 100 billion Rub. focused 40 Projects with total investment 1,29 trillion rub. In our opinion, these projects will be the most attractive for financial investors, since the scope of the project in this case most often allows you to recoup investments in a reasonable time.

• Less than a quarter of national projects

The list only 18,1 %, — We are ready to launch: this 29 Projects in the amount of 1,2 trillion rub. But even among them, more than half falls on two megaprojects - the construction of the Moscow-Kazan HSR section and the transfer to the concession of Domodedovo airport, the launch of which is complicated due to the ultra-large volume. NATIONAL LIST OF PERSPECTIVE PROJECTS and municipalities, but in the end these initiatives are not interesting to financial majors and other qualified players, and therefore the quality of their training remains mediocre. We believe that this trend will continue for at least two to three years.

• In the national list of promising projects

The transport industry is expected to lead — 55 The projects require 93,4 % Investments (3,7 trillion RUR), and most of the investments are planned in railways and roads — 1,53 trillion Rub. and 1,52 trillion Rub. respectively. In the first, these investments are needed to implement three projects, and in the second — 35Aunty. In our opinion, the preponderance of transport will remain due to the high cost of projects, and thanks to the special attention of the authorities to the industry due to the tasks set by the May decree.

• Most of the projects of the list are planned to be launched in the North-Western Federal District — 33 The amount above 400 billion rub. But the Central Federal District traditionally leads in terms of investment: 25 Their projects involve investment in 1,3 trillion rub. In other districts, the list was selected from 14 to 26 projects, and only in the North Caucasus Federal District we do not wait for the launch of projects.

Moreover, the better the infrastructure is developed in the subject and the wider the market of construction companies, the more often public-private partnership is used there. The exception is Moscow, which often has its own funds for infrastructure construction. This trend is likely to intensify: experienced and developed regions will be more motivated to resort to project financing in the next two to three years.

• For investments in infrastructure in the financial market, according to our assessment, is available 2,2‑2,7 trillion rub. But due to the lack of ready-made projects, this money does not get into the industry. Applying a systematic approach to planning the development of territories, transparent selection of projects, the development of seed funds, solving the problems of the construction market and increasing competencies in construction management are steps that, in our opinion, will help solve the problem in the long term (five to six years, if you start to act now). However, it is possible to increase the number of launched projects in the coming years - for this, the authors of the projects can pay attention to undervalued financial instruments in the market in order to make their initiative more attractive, and the authorities can contribute to the emergence of alternative forms of state support and new investment mechanisms.

I. INFRASTRUCTURE NEEDS OF RUSSIA AND PROJECT MARKET

For decades, the state has been developing Russia’s public infrastructure mainly at its own expense. Project financing and public-private partnership tools are available in the country, but not yet implemented even for a quarter of the potential.

Given that a large-scale infrastructure investment program up to 2024 involves more than half of investments from extrabudgetary sources, the use of various forms of PPP and project financing is becoming more relevant.

How did the state and private investors launch infrastructure projects in previous years? What are you going to bet on in the next five and a half years? Which regions and industries are leading in the use of PPP tools, and which are most in need of such projects?

National projects are waiting for private investors

A year ago, the authorities in the may decree announced new goals for the development of the country to 2024 The last years were then "packaged" in 12 national projects and a comprehensive plan for the development of main infrastructure. The total amount of investments in the activities of the decree is estimated at 25,8 trillion Rs. of them 7,5 trillion Rubles are expected to be private investments.

If the integrated plan is aimed at the development of transport and energy infrastructure 12 The national projects reflect the authorities’ intentions to develop a number of other areas that do not always involve significant infrastructure costs - for example, science, entrepreneurship, social sphere, demography and others. These national projects include 67 Federal projects with total investment 19,4 trillion Rubles, and 22 % Extrabudgetary funds should be provided.

We expect to spend more on infrastructure development as part of national projects and a comprehensive plan 14 trillion Rub, or more 55 % funds planned for the implementation of the May decree. The proportion of extrabudgetary funds in these amounts is approximately 30 % the entire amount. Plans for the creation of various types of infrastructure are contained in the federal projects "Road network", "Implementation of the best available technologies", "Information infrastructure", "Comprehensive system of solid municipal waste management", "Formation of a comfortable urban environment" and other.

The most capital-intensive of the projects of the May decree is a comprehensive plan for the development of the main infrastructure, as well as two national projects - "Safe and high-quality roads" and "Ecology" (see figure 1). All three are expected to spend around 15,2 trillion RUB, or 59 % all means. Moreover, in a comprehensive plan and "Ecology" the authorities count on the greatest activity of private investors, expecting that their share in the projects will be 52 % and 79 % respectively.

In our opinion, these areas will most require tools that can reduce the financial burden on the state, in particular, more active use of project financing.

Infrastructure outside the integrated plan: in which national projects concessions are possible

Within the framework of the national project "Ecology" in the program "Implementation of the best available technologies", the authorities expect industrial enterprises and private investors to invest in the creation and modernization of systems that reduce the negative impact on the environment. The remaining programs of the national project involve attracting private capital to projects to reduce wastewater pollution, modernize drinking water supply, and introduce facilities for processing MSW. If the company responsible for the project issues bonds and has passed a special selection, the state plans to partially subsidize the cost of paying its coupon income.

In the program "General System Measures for Road Economy Development" (the national project "Safe and High-Quality Roads"), it is planned to apply life cycle contracts (LCAs) and bring their share by the end of 2021 to 40 % of the total volume of state contracts for overhaul, repair and maintenance of roads. Private investment through concessions wanted to attract to the projects of photo-video fixation, but now the market to them cooled down amid criticism of such initiatives by the authorities.

The attraction of private money to the projects of the Digital Economy is expected under the federal project "Information Infrastructure" - within its framework it is planned to create systems for storing and processing information of state authorities, local self-government and data storage and processing services for business and the population. Innovations in 115‑FZ and 224‑FZ, accepted in 2018 year, allow you to directly prescribe this infrastructure as objects of concession and PPP agreements.

In the national project "Science", the authorities expect to apply the concession mechanism for the creation and modernization of scientific facilities, including scientific and educational centers, university campuses, scientific and scientific and technological parks, clusters, agrobiotech parks.

Does the government spend a lot on infrastructure?

According to our calculations, in 2018 The public and private sectors have invested in infrastructure 5,7 trillion Rub, what on 200 billion rub. (3,6 %) more than a year earlier. The ratio of budgetary and extrabudgetary funds has moved even more towards the latter, making 1:1,85. But this money is still not enough for infrastructure development, and most of the funds are spent on maintaining existing facilities.

According to the Treasury for December, Budget system expenditures on infrastructure in 2018 The year has been reduced to 1,9 trillion Rub. and 1,8 % GDP with 2 trillion Rub. and 2,2 % in 2017Ahem. Relative to GDP, investment reached a record low in seven years (see figure 3). The latter is due to the fact that Rosstat recorded GDP growth in 11 trillion RUB at the end of last year.

Federal budget expenditures in 2018 The year decreased by 12 %: to 0,58 trillion Rubles against 0,66 trillion Ruble a year earlier. Regionally, the 3 %, with 1,37 trillion rub. up to 1,33 trillion rub.

We are waiting for that in 2019 The budget system will win back the fall: so the cost of infrastructure will exceed 2 trillion GDP and GDP will rise to 2,1 %, Unless, of course, the Ministry of Finance follows Rosstat does not adjust the forecast values of GDP in a big way.

However, in our view, in 2019 There will be no major changes in infrastructure spending. This is due, firstly, to the fact that the first large investments in the framework of the integrated plan will be made later - in the next year 2020‑2021 Second, they will be spent mostly in the federal budget.

In our opinion, the regions will spend more on maintaining the existing infrastructure in the next two to three years than on creating a new one. According to our assessment, even the available funds from the budget and extrabudgetary sources are still difficult to direct to projects, since there are less initiatives ready to launch than money on the market.

How much does the Russian infrastructure need?

The minimum additional need of the Russian infrastructure, in our estimation, is 2019 the Year of 2,6 trillion RUB (or 2,4 % GDP). The transport infrastructure is the most underfunded - according to our calculations, it accounts for about 90 % of the minimum need. Most of all, roads need investments - about 42 % of the total transport needs. Another 40 % is required for railways, and this estimate does not take into account, for example, high-speed highways, since they relate rather to the need for economic growth. For the same reason, the minimum additional requirement does not include the cost of increasing the capacity of ports: they are mainly in the area of interest of private investors.

Investments in projects, according to the comprehensive plan for the development of trunk infrastructure, according to our calculations, can cover the minimum additional need of the country's infrastructure on the horizon of 2022 - 2023 years. By the end of the five-year period, investment in infrastructure will be directed to economic growth. But this is an optimistic version that does not take into account any of the systemic limitations.

If we assume that budget funds for infrastructure will arrive on time, and projects involving extra-budgetary funding will appear somewhat slower than the government expects in the plan (with a delay of two to three years), then the minimum additional need will not be covered by 2024 - about 10 % will be underfunded (see the moderate scenario in figure 4).

However, the most likely scenario, in our opinion, is the third one, which takes into account a significant part of the restrictions. If the lack of projects can be overcome only in 2021 After a significant but realistic investment breakthrough, the country’s minimum additional infrastructure needs will be able to cover almost two-thirds of the total 2024 year. It will be possible to invest around 3,8 trillion RUB instead of planned in a comprehensive plan 6,35 trillion Rubles (see conservative scenario in the figure 4).

I. INFRASTRUCTURE REQUIREMENTS OF RUSSIA AND THE PROJECT MARKET Are there many project financing in Russia?

According to our estimates, in Russia 2007‑2018 the Order of the Year 160 transactions with the use of project financing instruments for a total amount of almost 4,9 trillion rub.

In the established foreign practice of project financing (for example, according to the IJ Global project database), transactions that have passed financial closure are taken into account. Therefore, in this calculation, the data for 2018 did not include railway concessions for the construction of the Northern Latitudinal Railway and the Elegest-Kyzyl-Kuragino branch, as well as a number of other major agreements, where only commercial closure has taken place so far.

In our calculations, we took into account projects more expensive than 1 billion rubles ($20 million). If their value was given in US dollars, then the ruble equivalent was calculated at the weighted average rate for the corresponding year of closing of the transaction. Project data is not exhaustive, but reflects the situation as a whole.

The largest number of project-finance transactions took place in the last two years, with their number increasing each year from 2015 onwards (see Figure 5). We attribute this to many companies gradually adapting to the economic crisis, resulting in an increase in large concession projects worth more than 1 billion roubles.

Peak volume of transactions concluded in 2016 the Year — 2,3 trillion Rubles against the average annual 150‑200 billion rub. However, then 88 % The result was ensured by the Yamal-LNG natural gas production, liquefaction and supply project.

Without taking into account this project, the record volume of transactions remains 2010 year - more 530 billion rub. Then there was a financial closure of the first phase of the deal on the Nord Stream gas pipeline, PPP agreement on Pulkovo airport and concession for the construction of a section of the toll road Moscow — St. Petersburg (15‑58Her km).

The largest number of transactions in Russian project financing - according to our calculations, about 60 % - is concluded in the form of concessions and PPPs. The same format is the most popular when creating infrastructure. At the same time, in monetary terms, concessions and PPPs in domestic project financing amount to less than a third.

Abroad, the situation is reversed: the volume of transactions in infrastructure exceeds the same indicator of the oil and gas and mining sectors.

We believe that the volume of project financing transactions is still insignificant in order to significantly affect economic growth. According to our calculations, in 2018 The share of project funding was total 0,29 % GDP decreased compared to 2017They are almost twice (c 0,57 %). Meanwhile, the higher this share, the more serious the impact on the economy. In our opinion, for a tangible economic effect, the project financing should be of order 1‑2 % GDP. About as many foreign countries as Canada and Australia are investing as part of their long-term infrastructure plans.

According to S&P Global, 1 % GDP, additionally invested in infrastructure, can stimulate economic growth by 1,2 %. This is due to the increase in real incomes of the population, the number of jobs and the amount of taxes received by the budget when creating new facilities.

NATIONAL LIST OF PROSPECTIVE PROJECTS In Russia, despite the comparable amount of funds, such influence can be leveled by the features of the launch of projects. According to the comprehensive plan for the development of the main infrastructure until 2024, the authorities want to invest in it about 1 % GDP per year, but only a fifth of these funds are still expected to be done in the form of project financing.

I. INFRASTRUCTURE NEEDS OF RUSSIA AND PROJECT MARKET

Concessions in Russia: large projects form the market

The most interesting market segment for majors - concessions are more expensive 1 billion rub. Projects from 100 million rubles. up to 1 billion Rubles are mainly interested in smaller players, who often do not even create special project companies for these purposes, but act on their own behalf. Concession is cheaper 100 More local investors, including sometimes individual entrepreneurs, claim to be more than one million rubles.

The qualified market segment, in our opinion, can only be considered the first projects.

Here are the statistics on projects more expensive 100 Millions of dollars held within the 115‑FZ to 31 December 2018.

The full public base of concession projects in the country is still missing, and the available ones do not always have complete information, are not free of errors and often differ markedly from each other. Therefore, we cannot say that our data is exhaustive, but they reflect the situation in the market as a whole.

The most developed form of project financing in the Russian infrastructure investment market is concession. According to various estimates, c 2007 by 2018 A year in the country was concluded from 2,5 to 2,9 Thousands of concession agreements, but more expensive 100 Millions of Rubles Only 300 of them for the total amount 1,44 trillion rub.

According to our calculations, the main part of the concessions - 72 % in terms of investments - in the project segment more than 100 million rubles. belongs to the transport infrastructure. In turn, according to the number of concluded agreements - 59 % - the communal sphere is leading, in addition, about a fifth of all projects (18,5 %) belong to the social infrastructure. The least among the concessions of energy projects and projects of "special" directions (for example, defense).

According to our estimates, the segment of projects is more expensive 1 billion The rub is just order 100 concession agreements, but they cover almost 94 % The investment market. This segment is dominated by transport infrastructure, and all other areas are no more 23 % investment projects (see figure 8).

Federal concessions: transport priority

At last 2018 The year, according to our assessment, was concluded 14 Federal concessions for the total amount 766,5 billion rub. The largest of them is the construction of the Elegest-Kyzyl-Kuragino railway line (192,4 billion Rub.). Average amount of federal concessions — 54,8 billion RUB, which indicates a high concentration of super-large and mega-projects.

Most federal concessions are more expensive 1 billion rub. But there are two exceptions: the project to create a medical industrial park in Novosibirsk (685 million rubles) and the construction of railway approaches to the port of Taman (362 million rubles.).

More than a third of federal concessions (5 from 14) implemented in the Moscow region. Three more agreements are in the northern regions of the country (Murmansk, Yamal, Arkhangelsk region). Several territories are affected by the other three projects: the toll system 12Shtonnikov "Platon", road Moscow — St. Petersburg (543‑684 km) and the Elegest-Kyzyl-Kuragino railway.

Among the federal concessions, there are no projects in the field of energy and utilities, very little social infrastructure, and the vast majority - almost 94 % of the volume of all agreements - from transport infrastructure. The latter is explained by the capital intensity of industry projects, sometimes by cross-territoriality, as well as the intersection of interests of large businesses and state institutions.

The absence of municipal projects at the federal level is due to the fact that they lie mainly in the sphere of interests of municipal authorities (notably less often - regional). This also explains the low share of the social sphere (0,3 %). Projects in the energy sector are generally poorly represented in the concession market: although there is an opportunity to launch them, the largest of them are still implemented by private companies within their investment programs.

Both in terms of the number and volume of projects, the most active concessionaries at the federal level are Avtodor and Roszheldor. Despite the fact that the Ministry of Health managed to conclude two concessions, the total volume of projects is minimal compared to other concession holders (2,5 billion Rub.). In the last few months, the Ministry of Defense has become more active, but so far its interest is exhausted by the creation of a PLC.

We believe that in the coming years the situation with the distribution of concessions by type of infrastructure will not change significantly, including because the development of transport infrastructure is a priority in a comprehensive plan.

The experience of concluding regional concessions is not so wide, taking into account the segment of 100 million rubles. Among the concessions, where the concession was a subject of the federation or representing the government of the region, the Moscow region is leading with 18 projects. Also among the leaders of the Samara and Nizhny Novgorod regions (six projects), St. Petersburg and Leningrad region (five projects). In total, these five entities close 42 % of the total number of regional concessions in the country.

The Moscow region is also ahead of the rest of the regions and by the volume of concession agreements concluded (52,1 billion Rub.). A little behind her Novosibirsk region (47 billion Rub.) and Moscow (44,4 billion rub.).

The share of transport infrastructure in the total volume of regional concession agreements is lower than that of federal ones, but still prevails (73,5 %). Large projects in this area are often implemented with the support and participation of the federal authorities (and, in particular, the Ministry of Transport). The second largest number of projects and the first in terms of their number at this level is the social infrastructure. Moreover, the regions are most interested in the field of health, education and sports (see figure 10).

Also at the regional level, as a rule, projects in the field of transport telematics are being implemented, and projects in the municipal infrastructure appear, but the share of the latter is not yet as significant as at the municipal level. These projects are mainly related to the sphere of treatment of MSW, which in our classification belongs to the communal.

It is likely that such interests will remain in the regions in the coming years. However, we do not exclude a moderate increase in the number of capital-intensive regional transport projects that will be able to receive federal support as part of the implementation of the comprehensive plan.

NATIONAL LIST OF PROSPECTIVE PROJECTS Municipal priorities

At the municipal level, almost two-thirds of concessions were concluded more expensively 100 million rubles. According to our calculations, this 204 concessions with total investment 259,3 billion rub.

Most of the municipal concessions (92 % Investment and 85 % In terms of quantity, it is in the public sector. Such projects are traditionally small in size: to the segment of 100 million rubles. up to 1 billion Rubles are 130 Municipal projects in the U.S. and only 34 The rest are more expensive 1 billion rub. However, municipal agreements can also be capital-intensive - for example, a concession for water supply and sanitation in Volgograd by volume (58 billion RUB) exceeds the largest concessions at the regional level.

The second most popular among municipalities is the concession to create social infrastructure. There are more than two dozen such projects, but their total volume is only 11,3 billion rub. Municipalities are focused mainly on projects in the field of education (schools and kindergartens) and recreation (parks, children's camps, baths, etc.).

Municipalities rarely participate in concessions in the transport sector. This is because, as a rule, they are even more limited in resources than the regions, and cannot provide the concessionaire with the capital grant that is needed in most such projects. Transport concessions at this level often involve, for example, the construction of parking lots and the creation of parking spaces, that is, they can relate to urban improvement. Also, municipalities, as a rule, do not have experience in organizing agreements in the telecommunications sector.

In terms of the number of concluded agreements, the regions with the most active municipalities are the Khanty-Mansiysk Autonomous Okrug, Novosibirsk, Vladimir, Moscow and Samara regions. In total, the concession experience in the project segment is more expensive than 100 million rubles, according to our estimates, municipalities have 52 regions out of 85. However, 23 of them concluded only one or two such agreements.

I. INFRASTRUCTURE REQUIREMENTS OF RUSSIA AND THE PROJECT MARKET Lead in the total volume of agreements municipalities of Volgograd region (88,9 billion Rub.). The rest of the regions are significantly smaller (less 15 billion RUR) and only in Saratov, Arkhangelsk, Vladimir, Nizhny Novgorod regions, KhMAO and Krasnodar region exceeds 10 billion rub.

The most popular area in the municipal sector is heat supply (see figure 11). In this area is almost 65 Agreements in the amount of 74,9 billion rub.

We believe that in the coming years, the interests of municipalities will not change significantly - the municipal industry will remain in the lead, but it is possible to increase the activity of concessionaires of this level in social and telecommunications infrastructures, in addition, several projects in urban transport can be launched. The greatest chances of this are in large cities.

How common are concessions in Russia?

In the year 2018, we assessed the development of various types of infrastructure in the Russian regions, as well as the availability of construction capacities in them. If we compare these data with the statistics of the concession market, it is clear that in the most developed entities provided with construction capacities, more public-private partnership projects have been launched than in the rest (see table 2).

According to our calculations, y 21 Experience in significant market segments (more expensive 100 At the regional and municipal levels, there is almost no money. The infrastructure in these subjects, as a rule, is also poorly developed - its development index in 15 of these 21 the Middle Russian Region (5,70). These regions are also characterized by weak development of the construction market - on average, in each region there are about ten companies with total turnover 28,1 billion RUB per year.

More from 25 The regions have a single experience in the implementation of concession projects - only one or two concluded agreements at the regional or municipal level. The distribution of the infrastructure development index is more even here - about half of the regions (13) It is smaller than the Russian average. These regions are also characterized by the fact that they do not have large and super-large construction companies. The average number of companies and their total volume of construction work 15 and 50 billion RUB per year.

The exception is Moscow, which has the highest infrastructure development index and the largest number of contractors. Despite the fact that large investment projects are being implemented on its territory, including federal ones, only two of them can be attributed to concession projects. Most of the projects the capital implements at its own expense, without attracting private investors.

Thus, we can say that more than half of the regions of the country - 46 out of 85 - experience in implementing concession projects is very small. Moreover, this can not always be attributed to the low need of the regions in this way of infrastructure development, as in the case of Moscow and a number of other territories.

More often, these entities do not yet have the necessary competencies, or regions have just begun to be interested in project financing and public-private partnership.

However, the implementation of large infrastructure projects in such regions is also possible with a high cost of the project and the presence of interested investors and condensers of a higher federal level. An example of such a project is a concession for the construction of the Eleguest-Kyzyl-Kuragino railway in Tuva at a cost of 192 billion RUB, which is interested in engaged in the extraction of coal TEPK.

We assessed the activity of the regions in the concession projects segment (115‑FZ) more expensive 100 million rubles. at the regional and municipal levels (orders 300 of things). Data on the number of projects are not exhaustive, but reflect the situation as a whole and the degree of experience of the regions in the use of PPP tools. Within each category, regions are located as the number of projects decreases.

In assessing the development of infrastructure, the state of the transport, energy, social, municipal and telecommunications industries was taken into account.

To analyze the construction market of the regions, local companies with an annual turnover of more than 100 million rubles were taken.

They already have enough experience to implement large and significant projects for the entire market. But they may be limited in the means to launch new ones.

They implement the first projects at the local level, try out opportunities and while gaining experience. The exception is St. Petersburg, which has launched the first large-scale projects on regional PPP legislation (respectively, not taken into account in these statistics).

Single projects are being implemented - as a result, there is no serious experience in launching concessions in various fields. One of the reasons for the lack of projects is the limited budget opportunities of the regions (and in the case of Moscow, their excess and the ability to build infrastructure at their own expense).

Regions may have no experience at all or implement projects in market segments less than 100 million rubles. The reason for the low interest in PPP tools is both the lack of experience and funds in budgets, as well as lobbyists of local projects among businesses.

Does development support projects or projects - development?

The remaining 39 regions have more tangible experience in infrastructure investment.

Three to five concessions over 100 Millions of Rubles 24 Here we can already say that regions or municipalities have managed to “try” this tool. In this — while the average in terms of the number of experience — segment, the share of regions with more developed than the average in Russia, the infrastructure increases to 60%. That is, a better developed market of contractors who will participate in the implementation of projects.

St. Petersburg fell into this category, the experience of which can nevertheless be called significant - it was in this city that the first infrastructure projects for the market were launched (for example, Western High-Speed Diameter, Pulkovo Airport). But they do not fall into the concession statistics, since they were launched under the regional PPP law.

From six to ten large concessions in ten regions, which, in our opinion, can be attributed to the advanced and active category of concession holders. More developed than the national average, the infrastructure is already observed in seven regions, and the average number of construction companies and their average annual turnover is even higher — 40 and 117 billion Rub. respectively.

Five federal subjects fall into the category of regions most actively using the concession mechanism (more than 10 projects): the Khanty-Mansi Autonomous Okrug and the Moscow, Tambov, Novosibirsk and Samara regions. Together, these regions account for almost 30% of the market by number of projects and around 20% by volume (excluding federal concessions). Their infrastructure development index is above the Russian average in every case. These regions have many construction companies with high turnover, with the exception of the Tambov region, whose leading position is due to a greater share of large utility projects.

The higher the region is in the infrastructure development index, the more experience it has in the concession sphere (despite the fact that the first participation in PPPs was not taken into account at all). The scale of the construction market is also significant - the presence of a large number of companies with high turnover in the region facilitates the implementation of projects and generally reflects the availability of funds for their launch.

I. INFRASTRUCTURE REQUIREMENTS OF RUSSIA AND THE PROJECT II MARKET. PROSPECTIVE INFRASTRUCTURE PROJECTS OF RUSSIA

Despite the fact that the market for infrastructure investments has been forming for several decades, there is still no single source in the country that would answer the questions: what projects are being prepared for launch, whether they will be implemented in public-private partnership formats and how much investment is expected.

We sought to record the state of the market and compiled a national list of promising projects, including the largest planned infrastructure projects in various PPP formats as of March–April 2019. How many of them have a strong chance of being launched?

National list of projects - "slice" of the infrastructure market

The national list of promising projects is a list of infrastructure projects that are being prepared in Russia and are expected to be launched in the coming years 1‑3 in one of the formats of public-private partnership. The list is based on the plans of federal, regional and municipal authorities to implement these projects.

It consists of two parts: tables 4, Where projects cost from 100 million rubles. up to 1 billion RUR, and more detailed passports of projects from 1 billion rub.

We thank all experts and specialists from federal and regional authorities and development institutions who helped in the preparation of the national list of promising projects.

Included in list 160 Projects with a total cost of almost 4 trillion rub. In our opinion, they have the best chance to start in the coming years. Three quarters of them — 120 projects - are planned to be implemented in the form of a concession for a period of time in the average order 21 years, including the investment phase, approximately 3,5 years. Most projects are planned at the regional level on a public initiative within the framework of classical competitive procedures. Average investment in the project — 25 billion rouble, and prospective investors, with rare exceptions, have not yet been determined.

The proportion of small (from 100 million rubles. up to 1 billion Rs.) and large (from 1 billion The projects planned to be launched are not equal: 64 Against 96 respectively. Almost all investments (99,5 %) will be done in the framework of projects over 1 billion RUB, with the main share of investments — 2,5 trillion rub. (63,1 %) — will be on 6 % the Largest Projects 100 billion rub. (see picture 14).

More than half of all projects — 62,5 % — belong to the most common areas (housing, roads, health, education, physical education and sports), and 52,5 % of all projects are implemented in the European part of Russia: the Central, North-West and Volga Federal Districts.

According to our estimates, the average readiness of projects to launch is 2,3 a Scale Score 1 to 5, where 5 points - maximum. Closest to launching everything 18,1 % projects: their potential is evaluated on "4the " Black and White "5". This means that from the signing of the concession agreement they are separated by a tender and the finalization of a package of investment documents.

How we selected infrastructure projects in the national list

When preparing the national list of promising projects, we used data provided by federal (Ministry of Economic Development, Ministry of Transport, Ministry of Eastern Development, Ministry of Sport, Ministry of Culture, Ministry of Construction, Ministry of Education, Ministry of Health) and regional authorities, data portals of authorities, regional investment portals, portal on conducting trades (torgi.gov.ru), transport strategy of Russia to 2030 year, the state program "Development of the transport system", a list of major projects with state participation, an explanatory note to the budget for 2019-2021 years, public materials of the Avtodor Group of Companies (data of the portal www.russianhighways.ru, the long-term program of the state company to 2021 Annual and Quarterly Reports and Media Data.

We reviewed more than 1 thousand projects. Of the more than 350 pre-selected projects, only 160 were rated by us as the most realistic and with a high chance of launching in the coming years (see figure 15).

The potential for launching each of the 160 projects of the national list was estimated on a scale from 1 to 5. At the same time, "1" is the lowest degree of readiness for launch, meaning that the project is still at the level of

The National List of Prospective Concepts is not discussed publicly or, in our estimation, has low commercial efficiency and can be postponed indefinitely. The highest score - "5" - assigned to projects that separate from the launch of the competition or only the signing of the agreement.

According to our estimates, another 141 project could be included in the list, but has not yet been finalized, and the return on investment in these projects in its current form is in doubt. In contrast, 16 projects have a high chance of launching, but only in the longer term - beyond the next three years. There was no further selection for all parameters of 42 project. This group includes mainly “unrealistic” initiatives, which have long been discussed in the regional market, but for various reasons are postponed. As a rule, they are unattractive to investors and are unbearable for regional and municipal budgets.

The 16 projects classed as “long-term prospects” have a greater chance of being included in the national list in future than those deemed “unattractive”. In the first group, ⅔ of the total are healthcare projects and almost ⅓ are urban transport projects, mostly tram lines. These projects are quite expensive for regions and municipalities, generally costing more than 2-3 billion roubles, and may be implemented under Federal Law 115-ФЗ. Launching them, however, requires substantial revision of the terms for transferring facilities into concessions and, most often, a capital grant from the grantor. In our view, these problems can be resolved in the long term.

The group of "malopryvalnye" - the largest - includes small projects in various fields (32% by the number of housing and communal services projects, 21 % - physical education and sports, 9 % - improvement, 6 % - cultural and road, another quarter - projects of other industries, from river infrastructure to gerontology). We believe that they have little chance of being implemented under the concession due to low traffic and, consequently, poor payback. Most of them are likely to be financed from budget funds, and some of them will have to be abandoned.

Information "noise" in the regions

Regional and municipal projects in various PPP formats are the largest segment of the market in terms of the number of projects, so when selecting projects, we relied primarily on official lists of objects (or projects) in respect of which the regions plan to conclude concession agreements. This information should be contained on the portal on bidding (torgi.gov.ru) - the official resource for publishing concession tenders, portals of regional executive authorities responsible for conducting economic and investment policy, as well as on investment portals of regions.

We are faced with the fact that only some regions regularly publish and update information on PPP projects, while many do not do so or post incorrect or outdated information on websites.

II. PROSPECTIVE INFRASTRUCTURE PROJECTS OF RUSSIA INFORMATION. Out of 85 subjects, no more than 31 % have published up-to-date and comprehensive information. Another part of the regions - about 26 % - under the guise of projects planned for implementation in 2019 (or in the near future) published investment proposals, rather than projects ready for implementation. All initiatives in them are still at the concept level and are designed to provide investors with initial knowledge of the needs of the subject.

The latter is explained by the desire of the regions to fill the “vacuum” of projects ready for financing. As a result, this distorts the real picture of the infrastructure market and does not allow you to see its most problematic places (there are cases when out of several hundred projects declared by the region, not one was ready). Often, regions try to “take the quantity”: in this case, objects — as a rule, the housing and utilities sector — are divided into many small ones, and for each of them they “plan” to conclude a concession. In some cases, their number may exceed several thousand.

To verify the submitted or receive the missing data, we contacted the authorities and development institutions of all 85 regions. In 16 cases, we received the necessary data on projects, in two we found out that the regions do not expect the launch of projects. Several entities found that with published lists, none of the projects could in fact be considered ready to launch.

Not all regions were able to answer our questions (14 subjects did not respond to requests), and some sent formal non-informative answers (two regions).

A telephone survey and correspondence with specialists of the executive authorities of the regions, as well as development corporations overseeing the development of PPP projects, showed that there is often no consistency between organizations in the course of developing investment projects: one of the parties may not know about specific concession facilities and the stage of development of the project, or even about the industries to which these facilities belong.

We did not study municipal resources, as we considered it impossible to reliably aggregate disparate and diverse information across all municipalities in the country. Municipal projects were included in the national list if data on them were presented on regional resources or if such projects were widely covered by the media.

Infrastructure and regions: where are the projects going?

The geography of infrastructure projects in the coming years promises to be quite extensive. Most projects of the national list can be launched in the North-Western Federal District 33 Project over 400 billion rub. The largest amount of investment is claimed by the Central Federal District: it is planned 25 Projects that require order 1,3 trillion rub. In other districts, it is planned 14 to 26 projects. The exception is the North Caucasus Federal District, where no projects are planned for launch (see figure 17).

In the regional context, the picture is 44 % Regions (37 from 85), Accumulated for 12 years of experience and expertise in launching projects with the use of PPP tools, try to replicate their experience. However, most of their projects are still not well developed, and the probability of their launch is quite low. High assessment of launch potential (4–5, where 5 score — maximum) received less than a quarter of the initiatives, the aggregate average score of all projects was 2,5 Score.

However, even worse are the projects of the regions, in whose practice PPP instruments have never been used before - according to our calculations, their total average launch potential estimate is only 1,4 points (see figure 18).

We have identified five entities that have not previously concluded any agreements beyond 100 million rubles. using different forms of PPP (by 115-FZ and 224-FZ), However, they plan to implement them on the horizon of the next three years. In the list of debutant regions: Belgorod, Magadan, Omsk, Tomsk regions and Mari El.

In the preparation of the national list of infrastructure projects, we relied, among other things, on data provided by regional executive authorities. We assume that not all projects declared by the regions will be launched on time. In addition, the list does not claim to be comprehensive information about the plans of the subjects for the use of public-private partnership tools.
